Human Right to live in a Healthy Environment from the perspectives of International

Abstract
This article discuss on human right to live in a healthy environment in International human right law and National law with a focus on the Law on Water Resources and the Law on Environmental Protection. In the broader discussion, it will discuss on the relationship between human right to live in a healthy environment and the right to water. The purpose of this article is to stand out the environmental protection legal aspect in fulfillment of the right to live in healthy environment with focus on water as well as preconditions to realization of the right. Moreover, the issue of sea water pollution in Vietnam is also brought into discussion as a case study because of its massive scale of negative effects and seriousness to people’s health and lives. This paper’s research methodology is based on desk-research to find out secondary sources, particularly all legal documents at international and national level on human right to live in a healthy environment and right to adequate water will be reviewed and analyzed for decision makers to develop and improve the enforcement of those rights in Vietnam in the serious context of water pollution and confliction of existing laws at the national level.
