<p>This research article aimed to 1. study the problems of public participation in crime prevention and control in Phra Nakhon Si Ayutthaya Province, 2. to examine the factors influencing such participation, and 3. to propose a model that could enhance citizen involvement. The study adopted a mixed-methods design, combining qualitative and quantitative approaches. Qualitative data were obtained from in-depth interviews with fifteen key informants, while quantitative data were collected through questionnaires administered to a sample of four hundred people. The data were analyzed using social science statistical methods.</p> <p>The findings showed that 1. most citizens did not actively participate in crime prevention and control across four aspects: decision-making, implementation, benefit-sharing, and evaluation. 2. The factors affecting participation were identified as upbringing, family relationships, peers, and involvement in community activities. Based on these results, 3. the study proposed a model of public participation consisting of three initiatives: the People-State Cooperation Project for Household Safety, the Neighborhood Watch Project, and the One Village Headman, One Village Project, all of which provided practical mechanisms for strengthening citizen roles in crime prevention and control in Phra Nakhon Si Ayutthaya Province.</p>Kitipong SrinuntaluxPhakin Chotewetsin

<p>Objectives of this research article were: 1. To study the level of work competency. 2. To study the factors affecting the Sangha administratrative monks competency for governing of Sangha in Nonthaburi Province. 3. To propose the development of Sangha administratrative monks competency for governing of Sangha in Nonthaburi Province. This research employed a mixed-methods design. For the quantitative research, the samples consisted of 347 monks in monasteries at Nonthaburi Province. Data were collected through a five-point Likert Scale questionnaire and analyzed using frequency, percentage, mean, standard deviation, and multiple regression analysis. For the qualitative research, key informants included monastic administrators, scholars, and stakeholders. Data were collected through in-depth interviews with 18 informants using a structured in-depth-interview script, as well as a focus group discussion with 9 participants. The data were analyzed by content descriptive interpretation.</p> <p>The findings were as follow: 1. The Sangha administrative monks competency for governing of Sangha in Nonthaburi Province was at a high level, by overall. When considered by each aspect, it was also at a high level. 2. The factors affecting the Sangha administratrative monks competency for governing of Sangha in Nonthaburi Province was found that human resource development and the application of the Four Bala significantly affected the development of work competency of Sangha administrative monks in governing the Sangha of Nonthaburi Province in all aspects, at the 0.01 level of significance. Human resource development was able to predict by 55.3 percent of the variance, while the Four Bala could predict 68.2 percent. 3. The development of work competency of the Sangha administrative monjks in governing the Sangha of Nonthaburi Province revealed that, in terms of knowledge, they possessed knowledge regarding Sangha administration; in terms of skills, they had the ability to govern the Sangha with order and propriety; and in terms of work performance ability, they were capable of governing the Sangha in a way that ensured discipline, orderliness, and integrity.</p>Phramaha Sawat thitavanno

<p>Objectives of this research article were: 1. To study the Buddhism dissemination effectiveness of Sangha in Nonthaburi Province. 2. To study the factors affecting the Buddhism dissemination effectiveness of Sangha in Nonthaburi Province. 3. To propose the development of Buddhism dissemination effectiveness of Sangha in Nonthaburi Province. Methodology was the mixed methods. For the quantitative research, the sample group consisted of 390 Buddhists who visited monasteries in Nonthaburi Province to make merit. Data were collected through a five-point Likert scale questionnaire and analyzed using frequency, percentage, mean, standard deviation, and multiple regression analysis. For the qualitative research, key informants included monastic administrators, scholars, and stakeholders. Data were collected through in-depth interviews with 18 informants using a structured in-depth-interview script, as well as a focus group discussion with 9 participants. The data were analyzed by content descriptive interpretation.</p> <p>The research findings were as follow: 1. The overall effectiveness of Buddhist dissemination by the monastic order in Nonthaburi Province was at a high level. When considered by aspect, all dimensions were also at a high level. 2. Communication and virtuous speech significantly affected the development of the effectiveness of Buddhist dissemination by the monastic order in Nonthaburi Province at the 0.01 level. Communication could predict 64.5 percentr of the variance, while virtuous speech could predict 76.1percent. 3. The development of the effectiveness of Buddhist dissemination by the monastic order in Nonthaburi Province resulted from the integrated application of communication and virtuous speech. This integration generated effectiveness in the following ways: Output: Monks had greater capacity and could disseminate more widely. Efficiency: Fewer resources were used, while greater results were achieved. Satisfaction: The public was more satisfied and developed stronger faith. <p>Objectives of this research article were: 1. To study the personnel performance of Pathum Thani Provincial Administrative Organization. 2. To study the factors affecting the personnel performance of Pathum Thani Provincial Administrative Organization. 3. To propose the human capital development according to Buddhism for increasing the personnel performance potentials of Pathum Thani Provincial Administrative Organization. Research methodology was the mixed methods. The Quantitative research, data were collected from 278 samples, personnel of Pathum Thani Provincial Administrative Organization, by 5-level rating questionnaire and analyzed by frequency, percentage, mean, and standard deviation, and multiple regression analysis. The Qualitative research, data were collected from 18 key informants who were experts from the Pathum Thani Provincial Administrative Organization, academicians and stakeholders by in-depth interviewing by using a structured interview script and from 9 participants in focus group discussions. Data were analyzed by content descriptive interpretation.</p> <p>Findings were as follows: 1. The performance potential of the personnel of Pathum Thani Provincial Administrative Organization in all aspects, was at a high level. 2. Factors affecting the performance potential of personnel of Pathum Thani Provincial Administrative Organization was found that human capital development and Ti-sikkha principle affected the performance potential of personnel of Pathum Thani Provincial Administrative Organization in all aspects significantly at the 0.01 level, human capital development could jointly predict the variance by 60.2 percent but for Ti-sikkha 71.1 percent. Therefore, hypothesis was accepted. 3. Human capital development according to Buddhism to increase the potential of personnel of Pathum Thani Provincial Administrative Organization was found that in terms of results-oriented, there was proactive development of work performance. In terms of adherence to correctness and ethics, work was performed with an emphasis on transparency. In terms of understanding the organization and work systems, there was the intention to search for new knowledge and technologies. In terms of excellent service, there was willingness to provide service, convenient, fast, and timely. <p>The objectives of this research were as follows: 1. To study the status being the learning organization of Chaiyaphum Town Municipality, 2. To study the factors affecting being the learning organization of municipalities of Chaiyaphum Town Municipality, and 3. The guidelines for strengthening being the learning organization. This research was the mixed research methods. The quantitative research was conducted with samples of 163 people. The research tools were questionnaires, and the data were analyzed to find the frequency, percentage, mean, and standard deviation. A qualitative study was also conducted with 12 key informants selected through purposefully selection, including the mayor, municipal clerk, municipal employees, and municipal council members. The research tool was an in-depth-interview-script, and the analysis was inductive, with data interpretation used to draw conclusions.</p> <p>The research findings were: 1. The characteristics of being a learning organization of Chaiyaphum Municipality Chaiyaphum Province overall and each aspect is at the highest level; (Mean = 4.37) were including team learning, shared vision, personal mastery, mental models, and systems thinking, and corresponds to key informants Chaiyaphum Municipality personnel have characteristics that reflect a learning organization. There is a certain level of teamwork. But there is still a communication gap between management. Employees and officials, lacking planning for the integration of knowledge in the organization. 2. The factors affecting being the learning organization of municipalities of Chaiyaphum Town Municipality: 1. external factors include politics, economics, social, technology, environmental and law respectively; 2. administrative factors in the organization found the organizational leaders were the most important factor in managing and driving the organization being the learning organization. 3. To propose the administrative innovation for drivig integrated Buddhist Thai traditional medicine of Nakhon Ratchasima Provincial Public Health Office, conducted by the mixed methods. The quantitative research, data were collected from 138 samples using 5 rating scale questionnaires with reliability value of 0.976. Data were analyzed using frequency, percentage, mean, standard deviation and multiple regression. For the qualitative research, data were collected through in-depth interviewing 19 key informants and from 10 participants in focus group discussion, then analyzed usign descriptive interpretation.</p> <p>Findings were as follows: 1. The overall of administrative innovation for driving Thai traditional medicine of Nakhon Ratchasima Provincial Public Health Office was at high level. 2. The factors affecting administrative innovation for driving Thai traditional medicine of Nakhon Ratchasima Provincial Public Health Office was found that the PDCA management process significantly affected the management innovation for driving Thai traditional medicine of the Nakhon Ratchasima Provincial Public Health Office in all aspects at the 0.01 significant level and could jointly predict by 59.7 percent of the variance. Vuuddhidhamma significantly affected at a level of 0.01 and collectively predict by 75.8 percent of the variance. 3. Innovations for driving Thai traditional medicine; in aspect of organizational restructuring, adjusting the organizational structure to meet service user’s needs. In aspect of developing human resource management; guidelines using technology to recruit quality personnel. In aspect of using digital technology, introducing digital technology into management processes. In aspect of agile management, encouraging personnel to proactively seek knowledge. To study the relationship between the Sanghavatthu 4 and the work motivation of the personnel of Minburi District Office, Bangkok. 3. To present Buddhist integration to promote work motivation of the personnel of Minburi District Office, Bangkok. The research methodology was mixed-method research. The quantitative research conducted by studying 258 samples which were personnel of Minburi District Office collected the data with 5 rating scale questionnaires that had reliability value at 0.994. The data were analyzed with frequency, percentage, mean, standard deviation and correlation coefficient. The qualitative research, data were collected from 10 key informants by in-depth-interviewing analyzed by descriptive interpretation.</p> <p>The research findings were as follows: 1. The motivation for work of the personnel of Min Buri District Office, Bangkok in overall was a high level. When considering each aspect, it was a high level. 2. The relationship between the Sanghavatthu 4 and the work motivation of the personnel of Min Buri District Office, Bangkok, the Sanghavatthu 4 were a positive relationship with the work motivation of the personnel of Min Buri District Office, Bangkok at a high level (R=.879**). 3. The motivation of Min Buri District Office personnel, Bangkok, included: Work success, personnel were determined to achieve goals, and could use their knowledge and work experience to their full potential. Recognition, supervisors trusted and assigned important tasks, personnel were recognized and respected by their supervisors. Nature of work performed, personnel were assigned tasks that were appropriate for their abilities and had opportunities to advance in their work. Responsibility, personnel knew how to plan work according to their responsibilities, supervisors dared to assign important tasks. <p>Objectives of this research article were: 1. To examine the level of work performance efficiency of personnel in Sam Chuk Sub-district Municipality, Sam Chuk District, Suphanburi Province 2. To investigate the relationship between the principles of Iddhipada and the work performance efficiency of personnel in Sam Chuk Sub-district Municipality, and 3. To propose the application of Iddhipada principles to enhance the work performance efficiency of personnel in Sam Chuk Sub-District Municipality. The study employed a mixed-methods approach. The quantitative research used a questionnaire as the main instrument, with simple random sampling. The qualitative research relied on in-depth interviewing 10 key informants, including scholars and practitioners in Buddhism and public administration, political officials, civil servants in Sam Chuk Sub-District Municipality, and community leaders within the municipality. Data were analyzed was conducted using frequency, percentage, mean, standard deviation, and Pearson’s correlation coefficient, while interview data were analyzed using content analysis by deswcriptive interpretation.</p> <p>The findings revealed that: 1. The overall work performance efficiency of municipal personnel was at a moderate level. The highest average score was in work quality, followed by the cost-effectiveness of resources, speed, and workload, all of which were at moderate levels. 2. The relationship between the Iddhipada principles and work performance efficiency showed a moderate positive correlation with statistical significance. Specifically, Citta, attention and Vimamsa investigation/reflection had a moderate positive correlation, while Chanda desire/interest and Viriya, effort showed a low positive correlation. 3. The application of Iddhipada principles to enhance work performance included: Chanda; promoting positive attitudes, continuous improvement, recognition of good performance, time management, and teamwork. Viriya; fostering determination, setting challenging goals, discipline, and the use of technology. The statistics used for data analysis were Frequency, Percentage, Mean, Standard Deviation and Correlation. The qualitative research conducted by in-depth interviewing 10 key-informants and used specifically selected. The data were analyzed by content descriptive interprertation.</p> <p>The research findings were as follow: 1. The life quality of personnel of Muang Pathumthani Municipallities, by overall was at high level and all aspect were at high level. 2. The correlation between Bhavana 4 and life quality of personnel of Muang Pathumthani Municipallities were found that the Bhavana 4 was positive related with the life quality of personnel of Muang Pathumthani Municipal at the high<strong> </strong>level (R=.858**) with statistically significat level at 0.01 and accepted research hypothesis. 3. The Buddhadhamma Integration for promoting life quality of personnel of Muang Pathumthani Municipalities was found that: in terms of life satisfaction; employees were satisfied with their work life and were proud to work for the organization. In terms of self-concept; personnel loved and were committed to the organization and help maintain a good image of the organization. In terms of physical health; personnel were in good physical and mental health, and were physically strong and ready to perform their duties. <p>Objectives of this research article were: 1. To examine the level of community development initiated by local politicians at Bang Krabue Sub-District Municipality, Bang Khonthi District, Samut Songkhram Province; 2. To explore the relationship between the principle of Raja-Sangahavatthu Dhamma and community development among local politicians in the area; and 3. To propose a Buddhist method approach to community development for local politicians, conducted by the mixed methods. The quantitative data were collected from 333 eligible voters using a questionnaire with an overall reliability score of 0.894. The data were analyzed using descriptive statistics and Pearson’s correlation coefficient. The qualitative data were collected by in-depth interviewing 10 key informants, including both laypersons and monks, and analyzed using descriptive content interpretation.</p> <p>The research findings revealed that: 1. The overall level of community development led by local politicians was high. 2. The application of Raja-Sangahavatthu 4 was moderately correlated with community development (R=0.503**) with a statistically significant positive relationship at the 0.01 level, indicating that incorporating this Buddhist principle can enhance the quality of community development. 3. Buddhist-oriented approach to community development consists of four dimensions: 1. Sassamedha; promoting agriculture and food security through effective management of basic resources. 2. Purisamedha; promoting good governance by selecting morally upright and competent personnel. 3. Sammapasa; supporting local occupations aligned with community identity to reduce inequality. And 4. Vacapeyya; using polite and constructive communication to foster public participation. <p>Objectives of this research article were: 1. To examine the current state of performance competencies among personnel in Local Administrative Organizations in Wang Noi District, Phra Nakhon Si Ayutthaya Province 2. To investigate the factors influencing the development of performance competencies through Buddhist-integrated approaches, and 3. To propose effective development guidelines. A mixed-methods research design was employed. The quantitative research involved 197 participants selected through proportionate simple random sampling. Data were collected using a questionnaire with a reliability coefficient (Cronbach’s alpha) of 0.935, and analyzed using descriptive statistics and stepwise multiple regression analysis. The qualitative research, data were collected by in-depth interviewing 14 key informants, and the data were analyzed using descriptive content interpretation.</p> <p>The research findings revealed that: 1. The overall performance competency was rated at a high level (<img id="output" src="https://latex.codecogs.com/svg.image?\bar{x}" alt="equation" />=3.79, S.D.=0.47); 2. Motivation and knowledge factors jointly predicted Buddhist-integrated performance competency development, accounting for 23 percent of the variance, while the Four Powers (Bala), particularly wisdom power. Panyabala. and Social Harmony Power, sangahabala, explained 17.2 percent and 3. The development of performance competency through Buddhist integration may be conceptualized as the Tree of Competency. The roots represent the foundational Dhamma principles known as the Four Bala: Panyabala, wisdom, Viriyabala, effort power. Anavajjabala, moral integrity, and Sangahabala, social harmony, which serve as internal driving forces that guide ethical and effective work performance. The trunk symbolizes the core dimensions of competency, including knowledge, skills, attitudes, and motivation, which form the essential foundation for professional development. The branches and fruits reflect desirable work behaviors such as achievement orientation, quality service, ethical conduct, and constructive teamwork. <p>Objectives of this his research article were: 1. To study the political context of Myanmar during the period 2000-2020, 2. To study the political communication of Venerable Wirathu of Mandalay, Myanmar, and 3. To present the Buddhist political communication model of Venerable Wirathu of Mandalay, Myanmar, conducted by the mixed research methods. The qualitative research, data were collected from 18 key informants by in-depth interviews and analyzed data by descriptive interpretation. The quantitative research, data were collected by using questionnaires with a reliability of 0.965 from 400 samples in Mandalay, Myanmar. Data were analyzed using descriptive statistics, including frequency, percentage, mean, and standard deviation.</p> <p>The research results were found that 1. During 2016-2020, Phra Wirathu faced the tense political context of Myanmar, especially the problem in Rakhine State. He firmly communicated his defense of Buddhism and nationalism, even after being arrested, and affirmed his ideology, which resulted in him being seen as an extremist monk who supported the military. 2. Phra Wirathu communicated politics with the image of a religious and nationalist defender, with persuasive skills, and was brave enough to speak directly. He used strong language to warn and attack his opponents through sermons, books, and social media, which resulted in his awareness and understanding of religion and politics. 3. Phra Wirathu bravely used Buddhist political communication methods based on the five proverbs: 1. words that were timely and have good intentions for the nation and religion; 2. words that were true and beneficial, promoting rights and voices; 3. Words that were gentle, equal, and emphasizing kindness; 4. words that were beneficial, communication that created morale; and 5. words that were spoken with kindness, with good intentions for religion and the country, and ready to sacrifice everything for stability and create peace.</p>Poke PhaThachanant IssaradetSurapon Suyaprom

<p>Objectives of this research article were: 1. To examine the problems and obstacles in the transfer of functions of Sub-District Health Promoting Hospitals (SHPHs) to the Provincial Administrative Organization (PAO) of Prachinburi; 2. To study the factors affecting the transfer of SHPHs to the Prachinburi PAO; and 3. To propose guidelines for integrating Buddhist principles to address the issues related to the transfer, conducted by the mixed research methods. The quantitative research, data were collected from 263 samples who were participants selected through simple proportional random sampling. The research instrument was a questionnaire with an overall reliability coefficient of 0.987. Data were analyzed using descriptive statistics and stepwise multiple regression analysis. The qualitative research, data were collected by in-depth interviewing 14 key informants, and data were analyzed using descriptive content interpretation.</p> <p>The research findings revealed the followings: 1. The problems and obstacles in the transfer of Sub-District Health Promoting Hospital (SHPH) functions to the Provincial Administrative Organization (PAO) were rated at a high level (<img id="output" src="https://latex.codecogs.com/svg.image?\bar{x}" alt="equation" />=3.67, S.D.=0.71); 2. The significant influencing factors included improvement and correction, planning, and monitoring and evaluation, which together predicted the success of the function transfer at 65.7 percent. In addition, the Four Iddhipada factors, particularly Chanda, aspiration, Vimamsa, investigation, and Citta, focused attention, accounted for 77.6 percent of the predictive power. 3. The integration of Buddhist principles was found that the PDCA cycle and the Four Iddhipada, played a crucial role in promoting systematic management and enhancing intrinsic motivation among personnel, contributing to a stable, policy-aligned, and sustainable post-transfer operation that effectively responded to public needs.</p>Kanokwan Wilawan

<p>Objectives of this research article were: 1. To study the level of public service delivery of the Ban Kracheang Sub-District Administrative Organization, Mueang District, Pathum Thani Province, 2. To examine the relationship between Four Principles of Sangahavatthu, social integration, and the public service delivery of the organization, and 3. To propose guidelines for applying these principles to enhance public service delivery, conducted by the mixed research methods, combining quantitative and qualitative methods. Data were collected using questionnaires and analyzed using frequency, percentage, mean, standard deviation, and correlation coefficient.</p> <p>The research results found that: 1. The overall level of public service delivery was moderate. The highest mean score was in the tangibility of services, followed by responsiveness to service recipients, while the lowest was in building trust, indicating the need to strengthen public confidence. 2.There was a moderate positive correlation between the Sangahavatthu principles and public service delivery (r = .554), statistically significant level at 0.01. <p>Objectives of this research entitled The Development of Administrative Competency Based on the Principles of Sapurisa-dhamma among the Personnel of Tonkram Sub-District Municipality, Bang Pla Ma District, Suphanburi Province were: To study the level of administrative competency of the personnel 2. To compare the competency based on personal factors; and 3. To propose development guidelines based on the principles of Sapurisa-dhamma. The study employed a mixed-methods approach, integrating both quantitative and qualitative research. The quantitative research, data were collected via questionnaires and analyzed using percentage, mean, standard deviation, t-test, one-way ANOVA, and Least Significant Difference (LSD.). Qualitative data were obtained through in-depth interviews.</p> <p>The findings revealed that the overall administrative competency was at a high level. Teamwork showed the highest mean score, followed by planning, while strategic performance scored the lowest. In terms of personal factors, gender showed no statistically significant difference, whereas age, education, income, and occupation did. Quantitative data were analyzed using descriptive and inferential statistics, while qualitative data were analyzed through content descriptive interpretation.</p> <p>The findings revealed that: 1. The overall level of administrative competency was high, with teamwork competency scoring the highest, followed by planning and management competency, while global awareness competency was the lowest. 2. Comparisons based on personal factors such as gender, age, education, income, and occupation showed significant differences in some variables; and 3. The proposed guidelines for enhancing administrative competency based on Baladhamma principles included: 1. Panyabala; wisdom power, promoting analytical thinking and modern planning. 2. Viriyabala, effort power, encouraging perseverance and continuous skills development. 3. Anavajjabala, blameless conduct power, fostering integrity, transparency, and ethical practices; and 4. To compare Public perceptions of operational effectiveness regarding the local development plan of the Nong Ratchawat Sub-District Administrative Organization, classified by personal factors and 3. To propose the integration of Iddhipada principles, Path of Accomplishment, to enhance the operational effectiveness of local development plan implementation. The research employed a mixed-methods approach, using quantitative data analysis through frequency, percentage, mean, standard deviation, t-test, and one-way analysis of variance. Qualitative data were analyzed using content descriptive interpretation.</p> <p>Research Findings were as follows: The overall operational effectiveness of the Sub-District Administrative Organization was found to be at a high level. The highest average was in the structural effectiveness aspect, followed by public satisfaction, while the lowest was in the learning aspect. When comparing result by personal factors, statistically significant differences were found in age, income, and occupation. No significant differences were found by gender and education level overall, though some differences appeared in specific dimensions. The proposed integration of Iddhipada principles to enhance operational effectiveness includes: 1. Chanda; fostering motivation and willingness to contribute to local development. 2. Viriya; promoting diligence and responsibility among staff 3. Citta; encouraging attentiveness, care, and continuous monitoring in performance; and 4. <p>Objectives of this research article were: 1. To study the management of executives of Sub-District Administrative Organization in Nonthaburi Province. 2. To study the factors affecting the management of executives of Sub-District Administrative Organization in Nonthaburi Province. 3. To propose the Buddhist ethic integration for promoting the management of executives of Sub-District Administrative Organization in Nonthaburi Province. Methodology was the mixed methods. The quantitative research conducted by studying 273 samples collected the data with 5 rating scale questionnaires that had reliability value at 0.984. The data were analyzed with frequency, percentage, mean, standard deviation and multiple regression. The qualitative research, data were collected from 19 key informants by in-depth-interviewing and from 9 participants in focus group discussion and analyzed by descriptive interpretation.</p> <p>Findings were as follows: 1. The management of executives of Sub-District Administrative Organization in Nonthaburi Province, by overall, was at a high level. 2. The factors of POCCC affected the management of executives of Sub-District Administrative Organization in Nonthaburi Province in all aspects at the 0.01 and 0.05 levels and could jointly explain the variance by 62.2 percent. Therefore, the first hypothesis was accepted. Iddhipada 4 effected the management of the administrators of the Sub-District Administrative Organizations in Nonthaburi Province in all aspects significantly at the 0.01 level and could jointly explain the variance by 72.4 percent. Therefore, the second hypothesis was accepted. 3. <p>This study aimed to develop and validate the structural validity of a competency measurement model for educational personnel under the Office of Primary Educational Service Area (OPESA) in the Northeastern region of Thailand. The research employed an exploratory sequential mixed-methods design. The first phase involved qualitative research to construct a conceptual framework and develop the instrument through documentary analysis and interviews. The second phase utilized quantitative research to validate the model with a sample of 597 school administrators and teachers, selected via multistage random sampling. Data were analyzed using descriptive statistics and confirmatory factor analysis (CFA).</p> <p style="font-weight: 400;">The findings revealed that the model demonstrated excellent fit with empirical data, as evidenced by the following statistical indices: X<sup>2</sup> = 79.11, p-value = 0.86, <em>df</em> = 94, X<sup>2</sup> /<em>df</em> = 0.84, GFI =0.98, CFI = 1.00, RMSEA =0.00. All four components of the model exhibited standardized factor loadings ranging from 0.82 to 0.97, which were statistically significant at the .01 level, with ethics and morality yielding the highest weighting. The validation confirmed that the developed competency measurement model possesses strong structural validity and can be effectively applied for assessing and enhancing the competencies of educational personnel.</p>Sukanya Phomarak

<p>The purpose of this research was to study conceptual framework of the competency components in BANI World among school administrators. This study employed a survey research methodology, which was conducted in two distinct phases. The initial phase involved a comprehensive review of 10 sources of related literature, conceptual framework, and theoretical research to synthesize the preliminary competency components. Following this, the second phase focused on evaluating the appropriateness of the competency components in BANI World among school administrators by consulting a panel of 5 experts. The tools used in the research are a document synthesis tool and questionnaire. It is an estimation scale type with 5 statistical levels. Statistics used in data analysis were frequency, percentage, mean and standard deviation.</p> <p>The results showed that the component of the competency in BANI World of school administrators there are 6components; 1. Resilience 2. Mindfulness 3. Empathy 4. Adaptability 5. Transparency and 6. Intuition. All of these components were deemed highly appropriate by the participants involved in the assessment. The findings of this study are beneficial to school administration and other relevant organizations, as they can serve as a guideline for developing the competencies of school administrators in the BANI World. <p>This study investigated the impact of Online-to-Offline (O2O) service quality on consumer intentions and behavior within the context of online shopping for sporting goods in China. Using a convenience sampling method, data were collected from 375 valid respondents through an online survey distributed using online questionnaire in China. The study identified five key dimensions of online service quality tangibility, reliability, responsiveness, empathy, and assurance and examined their effects on perceived value, customer satisfaction, and purchasing behavior. Partial Least Squares (PLS) analysis was employed to evaluate the measurement and structural models, with bootstrapping techniques used to estimate the parameters.</p> <p>Empirical findings reveal that tangibility and empathy significantly enhanced perceived value, while reliability, responsiveness, and assurance showed no significant impact. Furthermore, perceived value was strongly correlated with customer satisfaction and purchasing behavior, confirming that higher perceived value increases satisfaction and repeat purchase intentions. Trust, as a mediating factor, plays a crucial role in influencing customer satisfaction and loyalty. The research highlights the importance of improving service quality dimensions and fostering consumer trust to enhance competitive advantage in the O2O platform. <p>This article proposed a framework for developing environmental tax law for Thai industry, employing a Law and Economics analytical approach to enhance the legal effectiveness in addressing environmental issues, particularly industrial pollution such as wastewater, greenhouse gas emissions, and hazardous waste. The study advocated for the adoption of environmental taxation based on the Polluter Pays Principle to create economic incentives for pollution reduction and to encourage behavioral change within the industrial sector in alignment with environmental goals. A comparative analysis was conducted with case studies from OECD countries such as Sweden, the Netherlands, and Switzerland that successfully designed and implemented effective environmental tax systems compared with Thailand, which lacks robust economic incentives and enforcement mechanisms. The article highlights the importance of designing flexible and appropriate environmental tax schemes, coupled with transparent governance, public participation, and integration with clean technology policies. These elements are essential for achieving tangible outcomes in law enforcement. <p>This academic article examined the Royal Thai Army Regulation on the Conscription of Overdue Military Draftees, focusing on its legal enforcement and practical implementation at the local level. The objective was to evaluate the consistency between the written regulation and the actual practices of military selection officers, and to propose improvements in both content and operational mechanisms to ensure fairness, transparency, and efficiency. The findings indicated that the regulation played a crucial role in operationalizing the intent of the Military Service Act B.E. 2497 (1954), with a clearly structured process encompassing pre-selection, selection, and post-selection phases, including health-based classification criteria. However, in practice, selection officers often exercised discretion in cases that deviated from the standard framework, such as those involving chronic illness, disabilities, or gender identity, leading to variations in procedures across regions. The article introduced the Three Dimensions of Justice model, Legal, Operational, and Civic to underscore that justice within the conscription system required integration between legal principles, officer conduct, and mechanisms for public participation. Key policy recommendations included revising the regulation to address complex scenarios, enhancing the training of selection committees for deeper legal comprehension, and establishing transparent mechanisms for both internal and external oversight. <p>This study aimed to analyze Buddhist management principles applicable to modern administration through empirical research conducted at the four Buddhist holy sites: Lumbini, Bodh Gaya, Sarnath, and Kushinagar. The research employed qualitative methodology using observational techniques and socio-cultural context analysis at significant locations in Buddhist history to understand Buddha’s management strategies in establishing and developing Buddhism. The findings revealed that Buddha’s management strategies comprise three core components: strategic target group selection beginning with prepared groups and expanding to thought leaders, network building and social diversity management through constructive conflict resolution, and sustainable organizational system establishment emphasizing principles and systems over individual dependency. The study also demonstrateed that Buddhist principles can be effectively integrated with modern management theories, particularly in human resource management through the Four Brahmaviharas, situational leadership through the Sappurisadhamma 7, Seven Qualities of a Good Person, systematic problem-solving through Ariyasacca 4, the Four Noble Truths, and sustainable development through the Eightfold Parth, Middle Path principle. The proposed conceptual framework benefited administrators in developing leadership skills and organizational management, public administration scholars studying ethical management approaches, and policymakers creating balanced and sustainable development. <p>This academic article examineก the new dimensions of government fundraising, supported by financial innovations, by issuing government digital tokens called G-Tokens or Government Tokens. The Cabinet has approved a new borrowing method proposed by the Ministry of Finance, through the Public Debt Management Office (PDMO), under the name Thailand Digital Token. The aim is to allow people to access new forms of investment and savings instead of purchasing government bonds in the traditional way, and to develop the digital economy system according to the current government’s policy, it is also a new method of raising funds or borrowing money from the government that will be used for the first time in Thailand and the first in the world. Government borrowing under the Public Debt Management Act of 2005 specifies the borrowing method in Section 10. In addition to being able to do so by making a contract or issuing a debt instrument, the last paragraph of the section also allows for other methods to be done as determined by the Cabinet. <p class="1" style="margin: 0cm;"><span style="font-weight: normal;">This academic article aimed to study and propose guidelines for applying the principle of Tiisikha (Threefold Training) in the development of human resources in local administrative organizations, which were governmental bodies playing a vital role in providing services and improving the quality of life of the people. Human resource development is considered an essential mission intended to enhance the capacities of personnel in terms of knowledge, skills, and morality, in accordance with the human resource development process consisting of training, education, and development. Investment in human resources is regarded as a form of national investment that enhanced efficiency and progress for both organizations and the country. However, sustainable human resource development requires integration with Buddhist principles, particularly Tisikkha, which comprised Sila, the development of behavior and discipline; Samadhi, the cultivation of mental stability; and Panna, the enhancement of knowledge, understanding, and analytical thinking. The application of Tisikkha contributed to personnel developing appropriate behaviors, stable mental health, and wisdom to solve problems prudently, resulting in more effective and responsible work performance. <p>This academic article aimed to study and analyze the role of members of the Senate (Senators) in the process of amending the Constitution of Thailand. It focused on the structure and duties of the Senate as stipulated in the 2017 Constitution, and evaluated the impact of senators’ roles on the constitutional amendment process. The objective was to provide a comprehensive overview of the Senate’s participation in the development of the fundamental laws within a democratic system. Additionally, this article offered policy and legal recommendations to improve the role of the Senate in alignment with democratic principles. It also proposed constitutional amendment approaches to reduce the limitations posed by the Senate’s current structure and powers. The article contributed significantly to the academic discourse by presenting analysis and data that could be used to inform future legislative and policy development concerning the Thai Constitution. The study also highlighted major limitations in the role of senators that may hinder constitutional reform or transformation in accordance with societal needs. For instance, the fact that senators possess voting power on critical issues despite not being directly elected by the people, or their actions in obstructing certain constitutional amendment proposals. These findings led to recommendations for reforming the Senate’s structure and functions, including revising the selection process to ensure greater compliance with democratic principles.</p>Pokin Kwaounla

It was found that the human evolution is someone who can create new values by transcending traditional morality and realizing their highest potential. This individual understands and wisely utilizes AI to enhance their capabilities, rather than becoming a slave to technology. The true value of the human evolution lies in spiritual happiness, stemming from self-development and creating a better future. The over human will recognize the necessity of developing skills and abilities that cannot be replaced by AI, such as creativity, critical thinking, complex problem-solving, and emotional intelligence. In this dimension, the human evolution is one who does not succumb to resignation, nor blindly cling to the past, but instead uses history as a lesson and inspiration. The spirit of gravity in the context of AI refers to our continued adherence to technical limitations, narrow objectives, and the fear that accompanies AI development. These factors hinder humans from using AI as a tool to transcend their limitations and achieve complete freedom from desires and attachments. If humanity wishes to achieve human evolution by leveraging AI, we must overcome these spirits of gravity and view AI as a tool that can help us access pure spiritual power and renounce worldly attachments. <p class="1" style="margin: 0cm;"><span style="font-weight: normal;">This article examined the legal status and rights of Buddhist monks in Thailand concerning property ownership, inheritance, and taxation under secular law. It explored the relationship between state legislation and Buddhist monastic discipline. The study analyzed relevant Thai laws, including Sections 1622–1624 of the Civil and Commercial Code, Section 42(17) of the Revenue Code, the Inheritance Tax Act B.E. 2558 (2015), and notable Supreme Court decisions. The article compared these with Nepal’s customary Guthi trust system and Sri Lanka’s trustee-based model under the Buddhist Temporalities Ordinance. Findings revealed that although Thai law attempts to align with Buddhist monastic discipline by limiting monks’ rights in property and inheritance, interpretative ambiguities remain particularly regarding the legal status of monasteries as beneficiaries and the management of digital assets. In contrast, Sri Lanka employs formal trustee oversight under religious property law, while Nepal relies on flexible customary mechanisms, The Guthi. <p>The development of entertainment complexes in Thailand has increasingly garnered attention from the public sector, private investors, and society as a whole. The concept of establishing integrated entertainment complexes aimed to stimulate the economy, boost tourism revenue, and generate new employment opportunities, particularly in the aftermath of the COVID-19 pandemic, which severely impacted the national economy. This article focused on analyzing the role of entertainment complexes in shaping Thailand’s future through multiple dimensions, including economic, social, cultural, and legal perspectives. Drawing on academic research, scholarly articles, and international case studies, the article evaluated both the opportunities and challenges posed by such developments. While entertainment complexes have the potentials to generate substantial national income, ethical concerns and risks related to social issues, such as gambling addiction, increased crime rates, and economic inequality, remain critical points of debate. These challenges must be carefully managed through effective legal frameworks and public policies.
