Data Governance for Government for the Development of Administrative System of a Digital Government

Abstract

The development of administrative system of a digital is an idea that the mode of operation of the state bureaucracy which must adapt to the world dominated by digital technology with a goal of becoming a digital government, according to the policy of a bureaucracy that benefits citizens, which is able to drive the bureaucratic system through effective data management because data is considered an administrative resource indispensable to the development of effective plans. Nowadays, data security, data quality, data leak, and ineffective use of data are problematic issues, and the obstacles are possibly caused by incomprehensive and unclear data management. Thus, there needs to be measures and policies on data governance as a tool to achieve practical success. This article’s objective is to present the goal to transform Thai bureaucracy into a digital government, the concept of data governance and its relation to digital bureaucracy, and strategies to apply data governance to a Thai bureaucracy development practice towards the end of applying data governance to a practice to develop the digital governmental administrative system with concrete success, thus creating an administrative tool which is able to drive the development of the civil service that can effectively respond to needs of citizens and continuously develop the country according to the digital age strategy.
