The Impact of Agriculture Land Reform Policy Implementation: A Case Study of Pakphanang District Nakhon Si Thammarat Province

Abstract

The objectives of this research were 1. to study agriculture land reform policy implementation conditions, problems and obstaclesof Agricultural Land Reform Office, Ministry of Agriculture and Cooperatives under a case study of Pak Phanang District, Nakhon Si Thammarat Province, 2. to study the impact of agriculture land reform policy implementation of Agricultural Land Reform Office, Ministry of Agriculture and Cooperatives under a case study of Pak Phanang District, Nakhon Si Thammarat Province, and 3. to determine the guidelines for agriculture land reform policy implementation of Agricultural Land Reform Office, Ministry of Agriculture and Cooperatives under a case study of Pak Phanang District, Nakhon Si Thammarat Province. This study was a qualitative research. 23 key informants were knowledgeable persons involved in Thailand's agriculture land reform policy. 17 key informants were selected based on a purposive sampling for interview and 6 individuals for focus-group discussion. Research instruments were questionnaire and interview. The results of this research indicated as follows: 1) Problems and obstacles in land management according to the Agricultural Land Reform Act under a case study of Pak Phanang District, Nakhon Si Thammarat Province indicated that Thai farmers lacked knowledge or support or provide agricultural knowledge as should be, resulting in inaccessibility to resources. Operations were not continual. 2) The impact of agriculture land reform policy implementation under a case study of Pak Phanang District, Nakhon Si Thammarat Province indicated that land was not fully utilized. Laws on land utilization was not seriously enforced, causing farmers’ lack of arable land. 3) The guidelines for agriculture land reform policy implementation under a case study of Pak Phanang District, Nakhon Si Thammarat Province include that farmer database should be developed to promote farmers’ accessibility to resources and information. This is another way to promote farmers’ engagement in integrated development towards farmers’ achievement in order to increase the efficiency of management for the maximum effect of land reform implementation.
