Accordingly, the policy on the use of Generative Artificial Intelligence (Generative AI) is established as follows:</p> <p data-path-to-node="2"><strong data-path-to-node="2" data-index-in-node="0">1. Disclosure of Usage</strong> Authors must transparently disclose the details of any Generative AI tools used in preparing the manuscript under the section titled <strong data-path-to-node="2" data-index-in-node="156">"Generative AI Declaration"</strong>, placed immediately before the references list. Authors must specify the tool/platform name, version (if applicable), purpose of use, and the specific sections of the article where the tool was utilized.</p> <p data-path-to-node="3"><strong data-path-to-node="3" data-index-in-node="0">2. Permitted Scope of Use</strong> Generative AI may be used as a supporting tool for the following purposes:</p> <ul data-path-to-node="4"> <li> <p data-path-to-node="4,0,0"><strong data-path-to-node="4,0,0" data-index-in-node="0">Language Editing and Refinement:</strong> Improving language quality and phrasing.</p> </li> <li> <p data-path-to-node="4,1,0"><strong data-path-to-node="4,1,0" data-index-in-node="0">Content Summarization:</strong> Summarizing text material.</p> </li> <li> <p data-path-to-node="4,2,0"><strong data-path-to-node="4,2,0" data-index-in-node="0">Translation:</strong> Translating statutory provisions or foreign documents. Authors must verify the accuracy against official original texts, as translation errors can alter legal meanings.</p> </li> <li> <p data-path-to-node="4,3,0"><strong data-path-to-node="4,3,0" data-index-in-node="0">Formatting Tables and Legal Diagrams:</strong> Preparing tables, structural charts of laws, or legal process workflows.</p> </li> <li> <p data-path-to-node="4,4,0"><strong data-path-to-node="4,4,0" data-index-in-node="0">Research Data Categorization:</strong> Assisting in categorizing research data.</p> </li> <li> <p data-path-to-node="4,5,0"><strong data-path-to-node="4,5,0" data-index-in-node="0">Preliminary Legal Research Support:</strong> Assisting in preliminary legal research, such as identifying legal issues, searching for sources, suggesting search terms, summarizing judgments or documents, or exploring relevant perspectives and counterarguments. Results from AI serve merely as research assistance tools and are not legal authorities in themselves. Authors must personally access, verify, and evaluate original relevant sources before using such information or legal rules to support their legal analysis or conclusions.</p> </li> </ul> <p data-path-to-node="5"><strong data-path-to-node="5" data-index-in-node="0">3. Prohibited Scope of Use</strong> Generative AI must not be used to generate the primary substantive academic content of the article:</p> <ul data-path-to-node="6"> <li> <p data-path-to-node="6,0,0">AI usage must not substitute for the author’s <strong data-path-to-node="6,0,0" data-index-in-node="46">substantive intellectual contribution</strong> or <strong data-path-to-node="6,0,0" data-index-in-node="87">independent legal judgment</strong>. Authors must personally develop, evaluate, and take full responsibility for the core legal analysis, arguments, proposals, and conclusions of the article.</p> </li> <li> <p data-path-to-node="6,1,0">Formulating academic stances, core conclusions, or policy recommendations.</p> </li> <li> <p data-path-to-node="6,2,0">Fabricating non-existent statutes, judicial decisions, or reference materials.</p> </li> <li> <p data-path-to-node="6,3,0">Inputting confidential data, personal data, restricted documents, non-public court documents, or information that the author has no legal right or authorization to process into Generative AI systems, unless backed by appropriate legal grounds or authorizations and accompanied by adequate confidentiality measures.</p> </li> </ul> <p data-path-to-node="7"><strong data-path-to-node="7" data-index-in-node="0">4. Responsibility and Accuracy Verification</strong> Because Generative AI outputs may contain inaccuracies or fabricate facts (<strong data-path-to-node="7" data-index-in-node="119">AI Hallucination</strong>), authors bear direct duty and responsibility for verifying the accuracy, completeness, and reliability of all content, legal texts, judicial opinions/rulings, references, and legal arguments.</p> <ul data-path-to-node="8"> <li> <p data-path-to-node="8,0,0"><strong data-path-to-node="8,0,0" data-index-in-node="0">Citation Verification:</strong> Authors must strictly verify case citations and case numbers against official court databases or official institutional sources, as Generative AI frequently invents non-existent case titles or case numbers.</p> </li> <li> <p data-path-to-node="8,1,0"><strong data-path-to-node="8,1,0" data-index-in-node="0">Original Source Verification:</strong> When using Generative AI to assist in searching, explaining, summarizing, or analyzing legal concepts, authors must verify such information against primary sources or reliable legal authority before incorporating it into the article.</p> </li> <li> <p data-path-to-node="8,2,0"><strong data-path-to-node="8,2,0" data-index-in-node="0">Citation Standards:</strong> Authors must not cite Generative AI as a legal source, judicial authority, or scholarly proposal whenever primary original sources can be verified and cited.</p> </li> </ul> <p data-path-to-node="9"><strong data-path-to-node="9" data-index-in-node="0">5. Non-Authorship Prohibition</strong> Generative AI cannot be listed as a <strong data-path-to-node="9" data-index-in-node="66">"Co-Author"</strong> of a manuscript, as it lacks legal standing to hold academic and ethical responsibility for the research.</p> <p data-path-to-node="10"><strong data-path-to-node="10" data-index-in-node="0">6. Consequences of Non-Compliance</strong> If undisclosed use of Generative AI or usage exceeding the permitted scope under Section 3 is detected post-publication, the Editorial Board will take action according to the journal's publication ethics policy. Measures may include requesting a formal explanation from the author, issuing a Correction, or Retracting the article, depending on the severity of the case.</p> <p data-path-to-node="12"><strong data-path-to-node="12" data-index-in-node="0">Generative AI Declaration Statements</strong></p> <ul data-path-to-node="13"> <li> <p data-path-to-node="13,0,0"><strong data-path-to-node="13,0,0" data-index-in-node="0">If Generative AI was used:</strong></p> </li> </ul> <blockquote data-path-to-node="14"> <p data-path-to-node="14,0">"The author(s) utilized [Tool/Platform Name] to [Purpose, e.g., edit language / translate text / summarize content] in the [Section of article, e.g., Abstract / Introduction]. Preliminary Screening:</strong> The Editorial Board will proceed to check for plagiarism as the first priority, before entering the review process by experts.</p> <p data-path-to-node="4"><strong data-path-to-node="4" data-index-in-node="0">2. Quality Assessment Process (Peer Review):</strong> The article must pass screening and quality assessment by at least 2 qualified experts in relevant fields, and the decision must be unanimous. The reviewers consist of personnel from both within and outside the university who have no conflict of interest with the article. The evaluation is in the form of a Double-blind Peer Review (concealing the names of both the reviewers and the authors).
