ประเทศสิงค์โปร์มีอัตราการเพิ่มขึ้นของผู้สูงอายุอย่างต่อเนื่องและมีแนวโน้มที่จะเพิ่มจำนวนถึงหนึ่งในสี่ของจำนวนประชากรในปี ค.ศ. 2030 ประกอบกับการลดลงของอัตราการเกิดของประชากรอย่างต่อเนื่อง ส่งผลอย่างมีนัยสำคัญต่อโครงสร้างประชากรในประเทศ รัฐบาลสิงค์โปร์ได้ตระหนักถึงสถานการณ์ที่เปลี่ยนแปลงไปด้งกล่าว จึงได้กำหนดนโยบายรวมทั้งการแก้ไขกฎหมายหลายฉบับที่รองรับสังคมผู้สูงอายุ ทั้งในเรื่องการจ้างงาน คุณภาพชีวิตและการดูแลผู้สูงอายุในอนาคต รวมทั้งการกำหนดมาตรการและกลไกที่น่าสนใจไว้รอบด้านทั้งในเรื่องการจัดตั้งกองทุน การออม และมาตรการในการดูแลผู้สูงอายุทั้งในระยะสั้น ระยะยาว รวมทั้งการดูแลผู้สูงอายุที่บ้าน
บทความวิจัยนี้คัดมาจากส่วนหนึ่งของการศึกษาวิจัยใน “โครงการศึกษาวิจัยเพื่อจัดทำข้อเสนอแนะนโยบายหรือมาตรการเพื่อคุ้มครองและส่งเสริมสิทธิของผู้สูงอายุ : กรณีการเลือกปฏิบัติในผู้สูงอายุ” เสนอต่อสำนักงานคณะกรรมการสิทธิมนุษยชนแห่งชาติ โดยได้ศึกษามาตรการในการคุ้มครองสิทธิของผู้สูงอายุในหลายประเทศ ซึ่งประเทศสิงค์โปร์เป็นประเทศที่มีความโดดเด่นในการเตรียมความพร้อมในการเปลี่ยนผ่านไปสู่สังคมผู้สูงอายุ ทั้งนี้ในบทความนี้จะได้นำเสนอถึงสถานการณ์ของประชากรสูงอายุและการตื่นตัวด้านนโยบายของรัฐในการรองรับสังคมสูงอายุ มาตรการและกลไกทางกฎหมายในการคุ้มครองสิทธิในการจ้างงาน และสิทธิในด้านสุขภาพและคุณภาพชีวิตของผู้สูงอายุในประเทศสิงค์โปร์
