<p>The objective of this research is to study: 1) Constitution of the Kingdom of Thailand 2017, Section 14, which promotes the independence of local government organizations. 2) Constitution of the Kingdom of Thailand 2017, Section 14, which promotes the provision of public services by local administrative organizations. It is qualitative research, key Informant are administrators and personnel of the Municipal Permanent Secretary's Office, U Thong Subdistrict, U Thong District, Suphanburi Province. A specific sampling method was used to obtain a total of 17 individuals, collect data using semi-structured interview methods; conduct in-depth interviews; analyze data using content analysis</p> <p>The research findings were found that 1) the Constitution of the Kingdom of Thailand 2017 Section 14 promotes the independence of local administrative organizations in terms of administrative, political, financial, and treasury management. 2) the Constitution of the Kingdom of Thailand 2017 Section 14 supports the development of public services by local administrative organizations on infrastructure quality of life promotion community organization society peace investment resource environment and culture. The findings obtained from research is local governance public service improvement should have clear structural policy in decentralizing state power, both in terms of the direction of government power distribution policy and the operational guidelines of relevant government agencies to drive the decentralization process to local administrative organizations effectively and to open up opportunities for local residents to participate in an integrated network system comprehensively between Government agencies, private sectors, and local educational institutions should plan and provide public services that align with the environmental context and meet the needs of people in different communities.</p>Kananek PoochindaWijittra Srison

2025-10-102025-10-1081-2115Integration of Government and Civil Society for Protecting the Rights of Foreign Trafficking Victims: A Case Study in Tak Province

<p>This study examines human trafficking in the form of forced criminality, which has increasingly spread across Southeast Asia. The research pursues three main objectives: (1) to analyze the patterns and methods of trafficking organizations deceiving foreign nationals into entering Thailand before being transported to online scam centers in Myanmar, (2) to identify the challenges and limitations of integrating government and civil society efforts under the National Referral Mechanism (NRM), and (3) to propose collaborative approaches to strengthen the protection of trafficking victims. A qualitative methodology was adopted, drawing on 50 in-depth interview records conducted by civil society organizations with foreign victims, supplemented by interviews with NRM practitioners. Data were analyzed through content analysis to identify trafficking patterns, structural gaps, and potential models of integration.</p> <p>The findings indicate that (1) trafficking networks employ digital technology and co-nationals as primary tools to recruit victims, while providing comprehensive arrangements for documentation and travel; (2) the NRM faces significant limitations, particularly inconsistent interpretations of victim status and a shortage of adequately trained frontline staff; and (3) proposed integrative measures include establishing a joint victim database, strengthening cross-border collaboration mechanisms, and enhancing the role of civil society organizations in victim screening.</p> <p>In conclusion, the study underscores forced criminality as a new and pressing challenge for anti-trafficking responses. It highlights that the integration of government and civil society efforts is not optional but essential for ensuring effective victim protection and enhancing the responsiveness of the NRM to evolving trafficking dynamics.</p>Yotesak Nasua

<p>This article aims to 1) study the level of the growth mindset framework of school administrators and the level of teacher performance effectiveness, and 2) study of factors affecting teacher performance effectiveness under the Nong Khai Primary Educational Service Area Office 1. The research design is causal research. The research area is the Nong Khai Primary Educational Service Area Office 1. The sample group consists of 302 school administrators and teachers, selected through stratified random sampling. The research tool used is a questionnaire. Data were analyzed using mean, standard deviation, Pearson's correlation coefficient, and stepwise multiple regression analysis. The research findings are as follows:</p> <ol> <li>According to the first objective, the study found that the growth mindset framework of school administrators was at a high level, reflecting their ability to face challenges and maintain a positive attitude toward obstacles. Meanwhile, teachers had high performance effectiveness in designing and managing effective teaching, which resulted in high-quality teaching and the maximum benefit for students.</li> <li>According to the second objective, the study found that the growth mindset framework of school administrators that influences teacher performance effectiveness includes readiness to face challenges, which reflects preparedness and an open attitude toward obstacles; not giving up on obstacles, which demonstrates the ability to persist; learning from feedback, which helps improve work; confidence in effort, which reflects belief in the importance of effort for development; and having role models of success, which motivates and inspires teachers to improve their performance.</li> </ol>Sujittra AkkamanangWallapha Ariratana

<p>The objective of this research was to examine both the target needs and learning needs as a foundation for developing an English for Specific Purposes (ESP) training course tailored for local volunteer practitioners in the agritourism context of Na Kwao Village. The study utilized a mixed-methods approach, integrating quantitative and qualitative methods. A total of 21 participants were selected through purposive sampling. Quantitative data were collected using questionnaires, while qualitative data were obtained through focus group interviews. Descriptive statistics were applied to analyze the quantitative data, and content analysis was employed to interpret the qualitative findings.</p> <p>The results revealed that (1) Target needs, the practitioners required ESP training focused on essential communicative English skills for agritourism-related tasks, particularly listening and speaking. Their main difficulties involved limited vocabulary, lack of confidence, and fear of making mistakes. (2) Learning needs, practitioners preferred short, practical training emphasizing interactive learning through conversation and role play, with bilingual materials to support understanding. The findings contribute to the development of contextualized ESP materials and provide insights for future training in similar community-based tourism contexts. </p>Pimnet Theppanya

<p>This research aims: (1) to study the behavior of Thai tourists traveling to Koh Lipe, Satun Province, and (2) to study the satisfaction of tourists visiting Koh Lipe, Satun Province. The researcher collected data on the behavior and satisfaction of Thai tourists toward Koh Lipe, Satun Province, from a sample group of 400 respondents. The research instrument used was a questionnaire in the form of a checklist. The findings revealed that most Thai tourists traveling to Koh Lipe, Satun Province, were male, aged between 31–40 years, single, held a bachelor’s degree, worked as company employees, and had a monthly income between 20,001–30,000 baht. They mostly traveled to Koh Lipe during weekends, and the majority were first-time visitors. The average expenditure per trip was less than 5,000 baht. The primary purpose of travel was relaxation. The main decision-makers for traveling were friends, and most Thai tourists preferred to make payments through bank transfers. Regarding tourist satisfaction, the study found that Thai tourists were most satisfied with attractions, with an average score of 4.51, followed by accommodation (4.47), accessibility (4.33), amenities (4.31), ancillary services (4.29), and activities (4.27), respectively.</p>Yanisa Rueangrit

<p>The purposes of this research were: (1) To develop the E-learning system in these basic subjects for the school. (2) To study the experimental results of the E-learning system of the basic subjects for Mattayomsuksa 3 students. The research method is divided into four steps:<br />1) investigate the problems, needs, study, and synthesis the basic information based on <br />81 respondents consisting of the administrators and teachers 2) developing and monitoring the E-learning system, to create and validate the consistency of the E-learning system by 7 expertise 3) testing the E-learning system with the sample of 16 teachers and the administrators and students Mattayomsuksa 3 with the fail grades of 48 4) the validation and improvement of the E-learning system by 5 expertise. The research instruments used were questionnaire. The statistics used for data analysis were: mean, standard deviation and t-test. The results are as follows: <br />(1) The E-learning system for the basic subjects for Mattayomsuksa 3 students. consists of 8 learning activities.
