@article{Thananithichot_Sathidporn_2015, title={การพัฒนานโยบายสาธารณะโดยกระบวนการประชาธิปไตยแบบปรึกษาหารือ: แนวคิด รูปแบบ และข้อสังเกตบางประการ}, volume={12}, url={https://so04.tci-thaijo.org/index.php/stou-sms-pr/article/view/22294}, abstractNote={<p>บทคัดย่อ</p><p>บทความนี้มุ่งอธิบายโดยสังเขปเกี่ยวกับความหมายและคุณลักษณะทั่วไปของแนวคิดประชาธิปไตยแบบปรึกษาหารือ ผ่านการศึกษารูปแบบและวิธีการของประชาธิปไตยแบบปรึกษาหารือที่ถูกพัฒนาขึ้นจนเป็นที่ยอมรับและมีการนำไปประยุกต์ใช้อย่างกว้างขวาง 3 รูปแบบ ได้แก่ กระบวนการลูกขุนพลเมือง (Citizens Jury) สภาพลเมือง (Citizens Assemblies) และการประชุมเมือง (Town Meeting) เพื่อเป็นแนวทางในการพิจารณาแนวทางและประเด็นสำคัญในการพิจารณาออกแบบหรือประยุกต์ใช้กระบวนการที่อาศัยหลักการประชาธิปไตยแบบปรึกษาหารือในการพัฒนานโยบายสาธารณะสำหรับประเทศไทย บทความนี้มีข้อสังเกตเบื้องต้นว่าการนำรูปแบบการปรึกษาหารือสาธารณะมาใช้จำเป็นต้องให้ความสำคัญกับ (1) การคัดเลือกตัวแทนประชาชนเข้าสู่กระบวนการให้ครอบคลุมทั้งในเชิงพื้นที่และประเด็นปัญหา (2) การจัดกระบวนการปรึกษาหารือต้องอาศัยรูปแบบและวิธีการการสร้างการมีส่วนร่วมที่เหมาะสมและหลากหลาย (3) การดำเนินกระบวนการที่มีลักษณะเปิดกว้างและมีข้อมูลสนับสนุนอย่างรอบด้านและเพียงพอแก่การตัดสินใจ (4) การนำผลที่ได้จากกระบวนการปรึกษาหารือไปใช้กำหนดเป็นแผนการพัฒนาหรือนโยบายสาธารณะอย่างเป็นรูปธรรม</p><p><strong>คำสำคัญ</strong><strong>: </strong>ประชาธิปไตยแบบปรึกษาหารือ กระบวนการปรึกษาหารือสาธารณะ การพัฒนานโยบายสาธารณะ</p><p>Abstract</p><p>This article discusses definitions and characteristics of deliberative democracy as a concept used in current public policy process worldwide. It presents the three well-known methods of public deliberation—Citizens Jury, Citizens Assemblies, and Town Meeting, and used them as case studies for considering a proper model of public deliberation that may apply to the Thai context. This article claims that the key principles required for making public deliberation success include: (1) a recruitment process that can assemble a large and diverse critical mass of citizens; (2) a combination of formats concerning a meaningful participation throughout the process; (3) a deliberative process that provides the participants with a great opportunity to consider a range of views and policy options; and (4) a result from the process that will be usefully applied to policy and planning decisions.</p>}, number={2}, journal={Modern Management Journal}, author={Thananithichot, Stithorn and Sathidporn, Wichuda}, year={2015}, month={Feb.}, pages={1–14} }
