กระบวนการพัฒนาชุมชนเข้มแข็งตามแนวทางเศรษฐกิจพอเพียง กรณีศึกษา หมู่บ้านรงระ ตำบลตูม อำเภอปรางค์กู่ จังหวัดศรีสะเกษ

บทคัดย่อ

การศึกษาเรื่อง กระบวนการพัฒนาชุมชนเข้มแข็งตามแนวทางเศรษฐกิจพอเพียงกรณีศึกษา หมู่บ้านรงระ ตำบลตูม อำเภอปรางค์กู่ จังหวัดศรีสะเกษ มีวัตถุประสงค์เพื่อศึกษากระบวนการพัฒนาชุมชนเข้มแข็งตามแนวทางเศรษฐกิจพอเพียงหมู่บ้านรงระ ใช้การวิจัยเชิงคุณภาพกับกลุ่มผู้ให้ข้อมูลที่สำคัญจำนวน 30 คน โดยการใช้วิธีการเก็บรวบรวมข้อมูลจากเอกสาร หนังสือ ตำรา และอินเตอร์เน็ต การลงพื้นที่ศึกษาภาคสนามการสำรวจบริบทชุมชนการสัมภาษณ์แบบไม่มีโครงสร้างและไม่มีโครงสร้าง การสังเกตแบบมีส่วนร่วมและไม่มีส่วนร่วม และตรวจสอบความถูกต้องของข้อมูลด้วยเทคนิคสามเส้า ได้แก่ บุคคล สถานที่ และเวลา พร้อมทั้งการสัมภาษณ์แบบเจาะลึก การสนทนากลุ่มเพื่อให้ได้ข้อมูลตามประเด็นที่ศึกษาและนำเสนอด้วยวิธีการพรรณนาวิเคราะห์

ผลการศึกษา พบว่า กระบวนการพัฒนาชุมชนเข้มแข็งตามแนวเศรษฐกิจพอเพียงหมู่บ้านรงระ ได้แก่ 1) ฐานการดำรงชีวิตของคนในชุมชนมีพื้นฐานที่เป็นกลุ่มชาติพันธุ์เดียวกันคือ กลุ่มชาติพันธุ์ส่วย ส่วนใหญ่มีการรวมกลุ่มกันเป็นระบบเครือญาติมีขนบธรรมเนียมประเพณีร่วมกัน 2) กระบวนการหล่อหลอมเปลี่ยนความคิดของคนในชุมชนการพัฒนาเริ่มจากผู้นำชุมชนมีความเข้มแข็ง มีการศึกษาพัฒนาตนเองตลอดเวลา ในขณะเดียวกันการพัฒนาต้องรวมตัวกันเป็นกลุ่มและทำงานเป็นทีม 3) แนวทางการปฏิบัติตามกระบวนการพัฒนาชุมชนเข้มแข็งตามแนวทางเศรษฐกิจพอเพียงเพื่อเป็นชุมชนพึ่งพาตนเองสมาชิกที่อยู่ในชุมชนมีการช่วยเหลือกิจกรรมกลุ่มต่างๆด้วยกำลังใจ กำลังกาย และกำลังสมอง และกำลังทรัพย์มีเป้าหมายเพื่อพัฒนาตนเองและกลุ่ม พบว่า ด้านการผลิตสมาชิกในชุมชนมีการอาชีพหลัก คือ การทำเกษตรทำนามีการผลิตเพื่อการบริโภคเป็นหลัก ส่วนที่เหลือจากการบริโภคก็นำไปจำหน่าย โดยเน้นการผลิตเพื่อการตอบสนองความต้องการในการบริโภคของชุมชน และมีการก่อตั้งกลุ่มองค์กรในชุมชนที่เกิดขึ้นเพื่อสนองตอบต่อความต้องการของสมาชิกในชุมชนของตนเองเองเป็นสำคัญเพื่อเป็นการตอบสนองความต้องด้านปัจจัยสี่ ขณะเดียวกันก็จำหน่ายผลผลิตนั้นออกสู่สังคมชุมชนภายนอก 4)พัฒนาการที่เกิดเป็นการเปลี่ยนแปลงทางด้านคุณภาพชีวิตภายในชุมชนมี 2 ด้าน ประกอบด้วย ด้านจิตใจและด้านร่างกาย 5) บทเรียนของชุมชนเกี่ยวกับการพึ่งพาตนเองมี 2 ด้าน ได้แก่ ด้านเศรษฐกิจและด้านสังคม ด้านเศรษฐกิจ ยึดหลักคุณธรรม ได้แก่ ความซื่อสัตย์การเสียสละ ความรับผิดชอบ ด้านสังคม ยึดหลักคุณธรรม ได้แก่ ความศรัทธา และความเชื่อมั่นในสิ่งเดียวกัน 6) ปัญหาและแนวทางแก้ไขการดำเนินกิจกรรม ชุมชนได้มีแนวทางแก้ไขปัญหาโดยการนำบุคคลที่คนในชุมชนเชื่อถือศรัทธามาไกล่เกลี่ย และสร้างการเรียนรู้ร่วมกันอย่างมีส่วนร่วม 7) การเผยแพร่แนวคิดชุมชนในการพึ่งพาตนเองโดยการขยายผลผลิตในชุมชนหลังจากการบริโภคภายในครอบครัวแล้ว ได้นำผลผลิตออกจำหน่ายขยายสู่สังคมชุมชนภายนอกหมู่บ้าน และชุมชนได้เปิดเป็นสถานที่ในการฝึกอบรมเพื่อให้บุคคลต่างๆทั้งจากภายในและภายนอกเข้ามาฝึกอบรมและศึกษาดูงานภายในชุมชน เพื่อให้บุคคลและชุมชนได้นำแนวคิดและวิธีการนำกลับไปประยุกต์ใช้กับตนเองและชุมชน

ข้อเสนอแนะสำคัญที่ได้จากการศึกษา คือในการสร้างกระบวนการเข้มแข็งไปใช้ในการพัฒนาชุมชนต้องสร้างพื้นฐานในความรู้ความเข้าใจและควรชี้ให้เห็นถึงประโยชน์ของชุมชนเข้มแข็งให้กับประชาชน รวมทั้งการสร้างความตระหนักในการพึ่งพาตนเองและควรนำกระบวนการการพัฒนาชุมชนเข้มแข็งตามแนวทางเศรษฐกิจพอเพียง ไปใช้ในชุมชนอื่นๆ ต่อไป

This paper signifi cantly studied with procedure operation step activation of strengthening community development along way with self suffi ciency economy in collaboration with case study of Rong Ra village, TambonToom, Prang Kou district, Sisaket province. Additionally, this research objective aimed to studying operational procedure development prospect contribution in direction with strengthening community development step underneath self suffi ciency economy system approach, Rong Ra village. Consequently, this research action apparently embraced with quality research stereotype with informant key offi cial agent at 30 persons by data collection throughout document paper, textbook and Internet Explorer also. Coincidentally, the research operation conducted with area dimension fi eld studying, community context survey, interview of unstructured & structured interviewing, participant observation technique including correction notifi cation approve monitoring from 3 pillar accountability such as person, place and time. Simultaneously, the in-dept interview technique took place with focus group approach in objective with data & information retrieval indispensable essential issue studying & recommendation descriptive analysis technique vigilantly.

The research result found that procedure operation step of strengthening community development along way with self suffi ciency economy system, Rong Ra village such as 1) grass root base of life style refl ected with local ethnicity community group association single stereotype such as ethnicity race of Soui that largely settled up with defi nitely association of kinship including collaborative traditional norm 2) operational procedure system thinking socialization synergy of community people, initiative development prospect community leadership strengthening that all entire time self development studying throughout group harmonized development & team working forward 3) pragmatic adoption implementation contributed with authentically strengthening community development operation process step underneath self suffi ciency economy philosophy concept including membership of community symbiotic interdependence for spiritual activity, physical activity and brain & mind practice from asset property purchasing power toward self & group development. Notwithstanding, dimension aspect of community membership production manufacture impinged on core essential career occupation professional factor such as rice fi eld agriculture production for largely consumption. The rest of production also pushed into purchase & distribution emphasis on production manufacture of respond satisfaction need of community consumption & initiative establishment community association potentially inspection; eventually, this function embraced with substantially respond with community consumption consumer distinguish.
