ทุนทางสังคม กับ กระบวนการนโยบายสาธารณะแบบมีส่วนร่วม : เครื่องมือในการพัฒนาชุมชนท้องถิ่น

บทคัดย่อ

บทความนี้ มีวัตถุประสงค์เพื่อ เสนอแนวทางในการนำแนวคิดทุนทางสังคมและกระบวนการนโยบายสาธารณะแบบมีส่วนร่วมมาใช้ในการพัฒนาชุมชนท้องถิ่นผลการศึกษาพบว่า ทั้ง 2 แนวคิด มีเป้าหมายการพัฒนาร่วมกัน คือ “การจัดการตนเอง” หมายถึง มีความสามารถในการกำหนดทิศทางการพัฒนา และแก้ไขปัญหา ชุมชนด้วยตนเอง ได้อย่างยั่งยืน และแนวทางในการบูรณาการ ทั้ง 2 แนวคิด เพื่อเป็นเครื่องมือในการพัฒนาชุมชนท้องถิ่น มี 8 แนวทาง ได้แก่ การพัฒนาระบบฐานข้อมูลทุนทางสังคมของพื้นที่แบบบูรณาการ มีการคัดเลือกประเด็นนโยบายบนฐานทุนทางสังคม มีกระบวนการจัดทำนโยบายที่สอดคล้องกับวิถีชุมชนท้องถิ่น จัดเวทีประชาคมแบบเป็นระบบและมีส่วนร่วม ผลักดันนโยบายสู่การปฏิบัติในหลายช่องทาง การสร้างการมีส่วนร่วมในการนำนโยบายไปปฏิบัติ มีการประเมินผลนโยบายที่เน้นการพัฒนาทุนทางสังคม และมีการสื่อสารสาธารณะโดยใช้สื่อท้องถิ่นThe objective of this article is to present the concept of social capital and participatory public policy processes in the development of the local community.
