พัฒนาการของทุนทางสังคมสู่การสร้างสังคมที่พึงปรารถนา

บทคัดย่อ

การพัฒนาประเทศในปัจจุบันเป็นการพัฒนาในแนวทางของทุนนิยม ที่มุ่งความเจริญเติบโตของเศรษฐกิจและเม็ดเงิน ซึ่งแม้คาดหวังให้คนมีความเป็นอยู่ที่ดี มีกินมีใช้ แต่ผลที่เกิดขึ้นกลับไม่เป็นผลดีที่พึงปราถนาของสังคมเท่าที่ควร อาทิ การเกิดวิกฤตเศรษฐกิจเกิดปัญหาสังคม และการพัฒนาที่ไม่ยั่งยืน จากปัญหาข้างต้น จึงมีการคิดหาทางออกทั้งในเวทีโลกและนักวิชาการ แนวทางหนึ่งที่ได้รับการความสนใจคือ การทำให้เกิดความมั่นคงของมนุษย์ ซึ่งเป็นแนวคิดที่มีการเสนอและนำมาใช้อย่างแพร่หลาย สังคมไทยเริ่มมีการนำมาใช้ในช่วงการเกิดวิกฤตเศรษฐกิจปี 2540 โดยมุ่งที่จะสร้างหลักประกันและเสริมสร้างให้มนุษย์สามารถดำรงชีวิตอย่างมีประสิทธิภาพและสมศักดิ์ศรี ทั้งในภาวะปัจจุบันและในระยะยาว คาดหวังว่าเมื่อแต่ละบุคคลปราศจากความกลัว มีหลักประกันคุ้มครอง ย่อม มีสุขภาพกายใจที่ดี สามารถพัฒนาจนเป็นทรัพยากรที่มีค่า อีกทั้งสังคมไทยมีพื้นฐานของความเป็นเครือญาติ เอื้อเฟื้อแบ่งปัน ช่วยเหลือกัน อันเป็นปัจจัยหรือทุนที่มีอยู่ในสังคมไทย หรือที่เรียกว่า ทุนทางสังคม

บทความนี้ มาจากส่วนหนึ่งของวิทยานิพนธ์เรื่องความสามารถในการนำทุนทางสังคมออกมาใช้ของชุมชนบ้านบางไพร อำเภอบางคนที จังหวัดสมุทรสงคราม ของอาทิตย์ บุดดาดวง นักศึกษาหลักสูตรศิลปศาสตรมหาบัณฑิต (การบริหารการพัฒนาสังคม) มี รศ.ดร.สุพรรณี ไชยอำพร อาจารย์คณะพัฒนาสังคมและสิ่งแวดล้อม สถาบันบัณฑิตพัฒนบริหารศาสตร์ เป็นอาจารย์ที่ปรึกษา โดยบทความนี้เสนอให้เห็นพัฒนาการหรือลำดับของกระบวนการก่อเกิดของแนวคิดทุนทางสังคมในทัศนะต่างๆ ทั้งในทัศนะของศาสนา ทัศนะของนักปรัชญาโบราณตะวันตกและตะวันออก ทัศนะของนักคิดร่วมสมัย และทัศนะนักวิชาการและนักปฏิบัติในประเทศไทย

In the present, every society’s development has been the capitalist including and Thai society’s obsession by capitalist. But the consequences will not be good for the desire of the society such as economic crisis, social problems and unsustainable development. Of the above problems the academics have to fi nd a solution. One of which is trying to create a codition of human security. This concept is proposed and adopted widely. In Thailand soceity is introduced during the economic crisis since 1997. The main concept of human security to ensure and strengthen the human can live more effi ciently and dignity in both short and long term. They will have healthy and mental happiness can developed them to a valuable resource. Moreover, Thai soceity have basic moral such as social kinship, sharing or help also known as social capital.

This article comes from part of the thesis is The Social Capital Implementation Ability of Ban Bang Phrai Community, Bangkhonthi District, Samut Songkram Province by Mr.Arthit Buddaduang student master of arts (Social Development Management). An advisor is Supannee Chai-amporn, Ph.D. School of Human Resource Development. National Institute of Development Administration (NIDA). This article presents the evolution or sequence of process about the concept of social capital in various views including view of religion, view of east and west ancient philosophers, views of contemporary thinkers, academics and practitioners in Thailand.
