พัฒนาการนโยบายการท่องเที่ยวของประเทศเวียดนามและทิศทางการพัฒนาที่ยั่งยืน

บทคัดย่อ
บทความวิชาการนี้มีวัตถุประสงค์ในการศึกษาห้าประการดังนี้ ประการแรก เพื่อศึกษาพัฒนาการด้านนโยบายการท่องเที่ยวของประเทศเวียดนามในอดีตจนถึงปัจจุบัน ประการที่สอง เพื่อนำเสนอการวางยุทธศาสตร์การพัฒนาการท่องเที่ยวของประเทศเวียดนามอย่างยั่งยืนในปัจจุบัน ประการที่สาม เพื่อวิเคราะห์ผลกระทบของนโยบายการท่องเที่ยวของประเทศเวียดนามต่อการเติบโตทางเศรษฐกิจของประเทศ ประการที่สี่ เพื่อชี้ให้เห็นความท้าทายและบทเรียนที่ได้รับต่อการดำเนินนโยบายการท่องเที่ยวในเวียดนาม และประการสุดท้าย เพื่อเสนอแนะทิศทางการพัฒนาอุตสาหกรรมการท่องเที่ยวเวียดนามในอนาคต การศึกษาในครั้งนี้ ใช้วิธีการศึกษาเชิงคุณภาพ ภายใต้ข้อถกเถียงที่ว่าการพัฒนาการท่องเที่ยวอย่างยั่งยืนนั้นควรจะเป็นอย่างไร โดยใช้วิธีการวิเคราะห์เอกสาร (Documentary analysis) ผลการศึกษาพบว่า ประการแรก พัฒนาการทางด้านการท่องเที่ยวของประเทศเวียดนามมีการเปลี่ยนแปลงในแต่ละช่วงเวลาต่างกัน ประการที่สอง ประเทศเวียดนามได้วางยุทธศาสตร์การท่องเที่ยวอย่างยั่งยืนเป็นระเบียบแบบแผน ประการที่สาม นโยบายการท่องเที่ยวของประเทศเวียดนามมีผลต่อการเติบโตทางเศรษฐกิจของประเทศเป็นอย่างมาก ประการที่สี่ ประเทศเวียดนามมีการปรับปรุงแก้ไขมาตรการส่งเสริมการท่องเที่ยวหลายด้านแต่ก็ยังมีปัญหาที่ยังไม่ปรับอีกมาก และประการสุดท้าย ประเทศเวียดนามควรคำนึงถึงการพัฒนาอุตสาหกรรมการท่องเที่ยวในระยะยาวและสร้างความยืดหยุ่นในการเผชิญกับความท้าทายในอนาคต
