การใช้ Work Method Statement เพื่อปรับปรุงคุณภาพงานก่อสร้าง

Abstract

         การก่อสร้างเป็นงานที่มีความสลับซับซ้อน และมักพบปัญหาความล่าช้า ความปลอดภัยและคุณภาพของงานก่อสร้างอยู่เสมอ การปฎิบัติงานไม่ตรงตาม Work Method Statement ที่กำหนดขึ้นใช้ในโครงการ เป็นสาเหตุหนึ่งที่ผู้รับจ้างก่อสร้างถูกสั่งหยุดงาน และมีผลให้งานก่อสร้างเสร็จล่าช้าออกไป การศึกษาได้ค้นหาปัจจัยที่ทำให้แรงงานไม่สามารถปฎิบัติงานได้ตรงตาม Method Statement ของบริษัทก่อสร้างหนึ่ง โดยใช้แบบสอบถามกับพนักงานระดับปฎิบัติการ และได้ศึกษาเปรียบเทียบกับ Method Statement ของบริษัทก่อสร้างอื่น เพื่อการปรับปรุงให้ใช้งานได้ดีขึ้น

         ผลการศึกษาพบว่า คนงานไม่ได้ให้ความสำคัญกับ Method Statement ของบริษัทที่ทำการศึกษา เนื่องจากเป็นภาษาอังกฤษ และคำแปลไทยไม่ชัดเจน การทำงานที่ผ่านมาจะปฎิบัติงานตามที่คนอื่นบอก หรือทำตามกันมา ดังนั้น จึงได้จัดทำ Method Statement ขึ้นใหม่ โดยให้มีรูปภาพแสดงขั้นตอนการปฎิบัติงานที่ครบถ้วน ให้มีคำอธิบายเป็นภาษาไทยที่กระชับชัดเจน โดยปรับแก้ไขตามคำแนะนำของผู้เชี่ยวชาญ และผู้ที่เกี่ยวข้อง แล้วจึงทดลองนำไปใช้กับโครงการก่อสร้างอาคารสูงเพื่อการประเมินผล พบว่า พนักงานระดับปฎิบัติการของบริษัทฯ เข้าใจและสามารถปฎิบัติงานตาม Work Method Statement ใหม่ได้ดีขึ้น ส่งผลให้สามารถลดการถูกสั่งหยุดงานที่เกิดจากการปฎิบัติงานผิดขั้นตอน ลงได้ และงานมีความผิดพลาดน้อยลง ซึ่งจะช่วยให้งานก่อสร้างมีคุณภาพดีขึ้นด้วย

Work Method Statement for Quality Improvement in a Construction Project

         Construction is a complex task and often faces problems of construction delay, safety and quality of work. One of the reasons that a contractor was ordered to stop working and caused delays is the on-site operations did not follow procedures defined in the work method statement. The study looked at factors that workers in a construction company hardly work to comply with the work method statement. To collect user’s opinions, questionnaires were distributed to operational workers and for better improvement, the work method statements of 3 selected construction companies were studied in comparison.

         The study results indicated that workers in the construction company did not much attention to the work method statements because those are written in English and Thai translation is not clear. They worked as the others told them or followed
previous working experiences. Therefore a new work method statement needs to be prepared to communicate the complete operating procedures with clear descriptions in Thai and complete illustration. Experts and users were involved with the improvement final draft of the new work method statement.

         Then the new work method statement was applied in the structural concrete work of a high-rise construction project for evaluation. It is found that the workers of studied construction company understand and can work in comply with the new
work method statement. As a result, the delays and construction errors caused by wrong operation can be reduced, then the quality of construction is improved.
