การอนุรักษ์ชุมชนเมืองและสภาพแวดล้อมทางวัฒนธรรม : แนวคิดหลักการและผลการปฏิบัติ

Abstract

        กระแสความสนใจของสังคมอย่างล้นหลามที่มีต่อการอนุรักษ์ชุมชนเมืองและสภาพแวดล้อมทางวัฒนธรรมในปัจจุบันมีผลกระทบต่อการวางแผนและพัฒนาชุมชนเมืองทางด้านกายภาพเป็นอย่างมาก จากแผนพัฒนาจังหวัดและองค์กร บริหารส่วนท้องถิ่นในประเทศไทยหลายชุมชนได้เริ่มดําเนินการวางแผนอนุรักษ์ชุมชนและสภาพแวดล้อม โดยมุ่งหวังว่าจะได้รับผลประโยชน์ตอบแทนทางด้านเศรษฐกิจจากอุตสาหกรรมการท่องเที่ยวเพียงอย่างเดียว อย่างไรก็ตามผู้เขียนเห็นว่าความเข้าใจเบื้องต้นเกี่ยวกับการอนุรักษ์ของกลุ่มผู้มีส่วนเกี่ยวขัองยังคลาดเคลื่อนและไม่ครอบคลุมเป็นผลให้เกิดความขัดแยังในการดําเนินการอนุรักษ์ ทําให้การอนุรักษ์ไม่ประสบความสําเร็จและไม่เกิดประโยชน์ต่อส่วนรวมมากเท่าที่ควร ทั้งๆ ที่การอนุรักษ์ชุมชนและสภาพแวดล้อมเป็นเรื่องที่ดีและสมควรดําเนินการเป็นอย่างยิ่ง

       เพื่อให้การวางแผนและดําเนินการทางด้านอนุรักษ์และการเรียนรู้จากประสบการณ์ของการอนุรักษ์เป็นไปอย่างครอบคลุมและถูกต้อง บทความนี้จึงได้นําเสนอแนวคิดและหลักการเบื้องต้นเริ่มตั้งแต่การสร้างความเข้าใจความหมายของคําในการอนุรักษ์แรงจูงใจที่ทําให้เกิดการอนุรักษ์ ประเภทของสิ่งที่ควรจะอนุรักษ์ หลักเกณฑ์ที่นํามาใช้ในการพิจารณาคัดเลือก สิ่งหรือสถานที่ที่ควรอนุรักษ์ กระบวนการอนุรักษ์ตามที่เสนอแนะโดย The Burra Charter และ China ICOMO ซึ่งมีราย ละเอียดที่แตกต่างกันและแต่ละประเทศควรจะปรับการดําเนินการให้เหมาะสมกับบริบทของตัวเอง วิธีการที่นํามาใช้ในการอนุรักษ์นั้นมีหลายวิธีเช่นวิธีการทางกฎหมาย วิธีการทางการเงิน และวิธีการอื่นๆ เป็นที่น่าสังเกตว่า ในการอนุรักษ์นั้นมักจะเกิดปัญหาและข้อขัดแย้งในชุมชนเสมอทั้งปัญหาทางด้านเทคนิคและปัญหาทางด้านการเมือง การอนุรักษ์ชุมชนเมืองและสภาพแวดล้อมทางวัฒนธรรมในช่วง 30 ปีที่ผ่านมามีจํานวนโครงการที่ดําเนินการหลายโครงการทั้งในประเทศและต่าง ประเทศ โครงการอนุรักษ์ จํานวน 9 โครงการ ที่ผู้เขียนมีโอกาสศึกษาและพบเห็นสภาพจริง คือ เมืองวิลเลียมส์เบิร์ก South Street Seaport ในนครนิวยอร์ค และเมืองฟิลาเดลเฟีย ในประเทศสหรัฐอเมริกา โบราณสถานโบโรพุทโธ ปราสาทพราหมนันและวังสุลต่าน Kraton ที่เมือง Yokyakarta ประเทศอินโดนีเซีย โครงการอนุรักษ์เมืองเก่านครเชียงใหม่ แพร่ ลําพูนและพิษณุโลกในประเทศไทยแต่ละโครงการก็มีลักษณะเฉพาะและประสบความสําเร็จในการอนุรักษ์ในระดับที่แตกต่างกัน อย่างไรก็ตามทุกโครงการก็มีสาระของการอนุรักษ์และประสบการณ์ที่น่าสนใจสมควรที่ผู้ที่เกี่ยวข้องกับการอนุรักษ์จะได้ศึกษาและเรียนรู้ประสบการณ์อนุรักษ์เหล่านั้น

Urban and Cultural Landscape Conservation: Concepts, Principles and Implementation

        The present trend in Society’s increasing consciousness towards urban and cultural landscape conservation is greatly affecting urban planning and its physical development. Following the plan for development of provinces and local administrative bodies throughout the country, many communities are already drawing up projects for urban conservation with the sole expectation of reaping economic benefits from the tourism industry. In the opinion of the author, it appears that the basic idea behind conservation is being largely misunderstood by stakeholders and is based on a narrow view. This leads to conflicts in the conservation process resulting in ineffectiveness, and makes the undertaking less beneficial than it could otherwise be when in fact urban and environmental conservation has many virtues and deserves to be encouraged into action.

        So that planning for conservation and implementation may be carried out in the proper direction, this paper intends to clarify the misconceptions by presenting the basic concepts and principles of conservation beginning with definition of terminologies, discuss the incentives, criteria, and identifying the subject. It also makes reference to The Burra Charter and China ICOMOS which differ in content details, and points out that each country should first adapt them to suit the local context. There are also many different means that may be imposed on conservation projects such as legal or financial approach for example, and it is interesting to note that disagreements within the community will inevitably arise involving technicalities and politics. Over the past thirty years, there have been numerous urban and cultural landscape conservation projects in Thailand and other countries. The author has had the opportunity to study and experience 9 projects namely, Williamsburg; South Street Seaportin New York; Philadelphia, in USA; Burobudur-Bhramanan; Kraton Sultan's Palace, in Yogyakarta, Indonesia; Historical areasin Chiangmai, Phrae, Lamphun and Phitsanuloke in Thailand. Each project has its own character and success in varying degrees. Nevertheless they all possess something interesting that deserves to be studied by those concerned with conservation.
