แนวคิดทางด้านองค์กรฟื้นฟูเมืองสำหรับประเทศไทย

Abstract

        บทความชิ้นนี้เป็นการวิพากษ์เชิงทฤษฎีเกี่ยวกับองค์กรฟื้นฟูเมือง ซึ่งนับเป็นหัวใจสำคัญของกลไกการขับเคลื่อนกระบวนการวางแผนและการบริหารจัดการไปสู่การดำเนินการ โดยมุ่งเน้นสำหรับการตอบคำถามว่าองค์กรฟื้นฟูเมืองควรมีลักษณะเป็นอย่างไร การอธิบายตั้งอยู่บนพื้นฐานของทฤษฎีการวางแผนแบบเน้นกลยุทธ (strategic planning) กับแนวคิดที่เกี่ยวข้อง เช่น การมีส่วนร่วมของชาวเมือง (citizen participation) การวิเคราะห์ผู้มีส่วนได้เสีย (stakeholder analysis) องค์กรชุมชน (community organization) และการมีส่วนร่วมแบบหุ้นส่วน (partnership) นอกจากนั้น มีการยกตัวอย่างเชิงประจักษ์สถานการณ์ปัญหาการฟื้นฟูเมืองของประเทศไทย ข้อสรุปของบทความนี้เป็นการเสนอแนะกรอบแนวคิดด้านองค์กรฟื้นฟูเมืองที่จะนำไปประยุกต์ใช้กับสถานการณ์ต่างๆ ในการฟื้นฟูเมืองของประเทศไทย

The Concept of Urban Rehabilitation Organization for Thailand

        This article criticizes theoretical concepts about organization of stakeholder in urban rehabilitation processes as main mechanism for a planning to governance and implementation. Aim of article is to answer the question that how does a characteristic of organization among stakeholder is. Conceptual framework is based on a strategic planning theory and involved theories such as citizen participation, stakeholder analysis, community organization, and partnership. In addition to that show empirical evidences of urban situation in Thailand. Conclusion of article suggests a conceptual framework of organization of stakeholder for application on urban rehabilitation in Thailand.
