Abstract

        การของบประมาณแผ่นดิน เพื่อใช้ปรับปรุงหรือต่อเติมอาคารเดิม และใช้ก่อสร้างอาคารใหม่ สำหรับมหาวิทยาลัยของรัฐ ในปัจจุบันมีความยากลำบากมากขึ้น เนื่องจากวงเงินงบประมาณรายจ่ายที่รัฐนำมาใช้จัดสรรให้ ในแต่ละปีมีจำกัด อีกทั้งนโยบายงบประมาณ และยุทธศาสตร์การจัดสรรฯ ของรัฐได้เปลี่ยนไปจากเดิม ปัญหาเร่งด่วนหรือความจำเป็นของโครงการก่อสร้าง และหลักฐานประกอบคำขอ หรือความพร้อมของแบบก่อสร้างและราคากลาง รวมทั้งผลการเบิกจ่ายงบประมาณ หรือผลการดำเนินงานของมหาวิทยาลัยในรอบปีที่ผ่านมานั้น จะมีส่วนสำคัญเพื่อให้ได้มาซึ่งงบประมาณที่ต้องการ ซึ่งผู้บริหารมหาวิทยาลัยหรือเจ้าของโครงการ ผู้ออกแบบ และคณะกรรมการที่เกี่ยวข้องกับการจัดจ้างและตรวจการจ้าง ควรตระหนักรู้ และเตรียมการในขั้นตอนต่างๆ ไว้ให้พร้อม เพื่อให้มหาวิทยาลัยมีโอกาสได้รับงบประมาณแผ่นดินมากยิ่งขึ้น

The Preparation for Annual Government Budget Applications and Delay Reduction in Construction Projects

        To get the government budget for building improvement and new construction projects in most public universities is facing more difficulty currently. Due to the amounts of annual budget appropriations are very limited. In addition the budgeting policies and allocation strategies of the government have been changed rapidly. Urgent problems and needs of the proposed projects with supporting documents necessary for the requests, such as construction drawings and cost estimation (BOQ), including the budget imbursement or the institutional performance in the previous year are very vital to ensure the proposed budgeting. The university administrators or project owners, architects and engineers, procurement and construction inspection commissions, and those involved with the project management and construction, should be aware and well prepared for various budgeting and construction processes in order to get more annual budget appropriations from the government.
