แนวทางการจัดการสิ่งแวดล้อมศิลปกรรมเพื่อลดผลกระทบด้านภูมิทัศน์

Abstract

         การจัดทำแนวทางการจัดการสิ่งแวดล้อมศิลปกรรมเพื่อลดผลกระทบด้านภูมิทัศน์นี้ มีวัตถุประสงค์เพื่อศึกษาและเสนอแนะหลักเกณฑ์ แนวทาง และวิธีการเพื่อป้องกันและลดผลกระทบสิ่งแวดล้อมศิลปกรรมในแต่ละประเภทแหล่งศิลปกรรม ที่สามารถนำไปปฏิบัติได้ ตลอดจนเพื่อเสนอกลไกการแก้ไขปัญหาในภาพรวมของประเทศให้เป็นแนวทางในการดำเนินงานให้กับองค์กรปกครองส่วนท้องถิ่น รวมทั้งหน่วยงานที่เกี่ยวข้องในการพิจารณากำหนดนโยบายการอนุญาตการก่อสร้างในบริเวณที่มีความสำคัญทางประวัติศาสตร์ โบราณคดี และวัฒนธรรม เพื่อลดผลกระทบสิ่งแวดล้อมศิลปกรรม

         ผลการศึกษานำไปสู่การจัดประเภทแหล่งศิลปกรรม การจัดประเภทปัญหาสิ่งแวดล้อมศิลปกรรมและประเภทผลกระทบด้านภูมิทัศน์ต่อแหล่งศิลปกรรม และการเสนอแนะแนวทางการจัดการสิ่งแวดล้อมศิลปกรรมเพื่อลดผลกระทบด้านภูมิทัศน์ โดยประกอบด้วยแนวทางในการลดผลกระทบ 2 ส่วนหลัก ได้แก่ แนวทางด้านกายภาพในการลดผลกระทบสิ่งแวดล้อมศิลปกรรม และแนวทางด้านการบริหารจัดการ ซึ่งประกอบด้วยการเสนอแนะมาตรการด้านกฎหมายและการสร้าง

ความตระหนักรู้และการมีส่วนร่วม

         ข้อเสนอแนะวิธีการและกลไกในการปฏิบัติเพื่อแก้ไขปัญหาผลกระทบด้านภูมิทัศน์ ประกอบด้วย การผนวกการอนุรักษ์ภูมิทัศน์สิ่งแวดล้อมศิลปกรรมเข้าไว้ในยุทธศาสตร์การอนุรักษ์สิ่งแวดล้อม และมรดกวัฒนธรรมของชาติ การเสนอให้มีการขึ้นทะเบียนแหล่งศิลปกรรมคุ้มครองและการกำหนดมาตรการในการคุ้มครองภูมิทัศน์แหล่งศิลปกรรมขึ้นทะเบียน การตั้งคณะทำงานศึกษาผลกระทบด้านทัศนียภาพต่อแหล่งศิลปกรรม การใช้กฎหมายที่มีอยู่แล้วหลายฉบับร่วมกันอย่างบูรณาการในการควบคุมสภาพแวดล้อมและภูมิทัศน์โดยรอบแหล่งศิลปกรรม และการจัดทำแผนการอนุรักษ์ภูมิทัศน์สิ่งแวดล้อมศิลปกรรม

Guideline for the Management of Cultural Environment to Mitigate Visual Impacts

         The purposes of this research are to study and recommend practical guideline for the management of the cultural environment in order to protect from and mitigate its visual Impacts, and to also recommend mechanism in solving the visual impact problems at the national level and deliver practical guideline for local government and agency to adopt building code policies for the visual impact mitigation on cultural environment.

         The results reveal 7 groups of the cultural environment and common problem each group is facing, as well as its negative visual impacts. Guideline for the management of the cultural environment to mitigate its visual Impacts is then recommended in two parts i.e., physical remedy and management guidelines. The latter part includes recommendations on using legal measures and strengthening public awareness and participation.

         Recommendations on means and mechanism for the management of the cultural environment to protect from and mitigate its visual Impacts are as follows - integration of the cultural heritage and its environment protection into the national environmental and cultural heritage preservation strategy, registration of protected cultural environment, introduction of preventive measures for the protected cultural environment, appointment of working group on cultural environment visual impact, synergy of laws to protect cultural environment, and development of cultural environmental protection plan.
