การพัฒนากระบวนการจัดซื้อจัดจ้างการออกแบบรูปรายการก่อสร้าง เพื่อเพิ่มประสิทธิภาพในการพัฒนาองค์กร: กรณีศึกษา มหาวิทยาลัยแม่โจ้

Abstract

         ปัญหาด้านกระบวนการจัดซื้อจัดจ้างออกแบบรูปรายการก่อสร้างของมหาวิทยาลัยแม่โจ้ เป็นปัญหาที่เกิดจากขาดการพัฒนากระบวนการให้มีความสอดคล้องกับแนวทางการพัฒนาหน่วยงาน ซึ่งส่งผลกระทบต่อความล่าช้าในการก่อสร้างอาคาร และการพัฒนาด้ายกายภาพต่างๆ ของมหาวิทยาลัย การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อวิเคราะห์ให้เห็นถึงสาเหตุที่เกิดขึ้น และข้อจำกัดด้านการดำเนินการจากกระบวนการเดิม เพื่อนำเสนอแนวทางการพัฒนากระบวนการให้มีประสิทธิภาพมากยิ่งขึ้น

         ทั้งนี้โดยใช้วิธีการสัมภาษณ์หน่วยงานต่างๆ ที่เกี่ยวข้องกับกระบวนการและสังเกตความผิดปกติที่เกิดขึ้นจากผลของการดำเนินการ เพื่อให้ทราบถึงขั้นตอนการดำเนินการและประเด็นปัญหาที่เกิดขึ้นในขั้นตอนและหน่วยงานต่างๆ และนำมาสรุปเป็นลักษณะของกระบวนการที่สามารถในการแก้ปัญหาที่เกิดขึ้น

         พบว่า กระบวนการจัดซื้อจัดจ้างออกแบบรูปรายการก่อสร้างของมหาวิทยาลัยแม่โจ้ที่มีอยู่เดิม ขาดความชัดเจนด้านรายละเอียดการดำเนินการในแต่ละขั้นตอน จึงทำให้หน่วยงานต่างๆ ที่เกี่ยวข้อง ขาดความเข้าใจและรับรู้ร่วมกัน จึงสามารถสรุปเป็นกระบวนการจัดซื้อจัดจ้างออกแบบรูปรายการก่อสร้างของมหาวิทยาลัยแม่โจ้ ที่สามารถระบุรายละเอียดด้านการดำเนินการในแต่ละขั้นตอน รายละเอียดด้านเอกสารตลอดจนผู้รับผิดชอบในแต่ละขั้นตอน ซึ่งสามารถสร้างความเข้าใจและเกิดการรับรู้ร่วมกันได้อย่างมีประสิทธิภาพและน่าจะสามารถเพิ่มประสิทธิภาพในการพัฒนาด้านกายภาพของมหาวิทยาลัยแม่โจ้ได้อย่างเป็นรูปธรรม

The Development of Design Procurement Process in Order to Increase Efficiency in Developing the Organization: Case Study Maejo University

         The design procurement process at Maejo University has been questioned about lacking of process development which could be consistent to develop the institution pathway. Because of this, it would affect the lateness to the building and university physical development. This research aimed to analyze the causes and solutions from previous process for presenting the better effective development process. The research has been conducted to interview staffs who related to this process and observe the strangeness from the process result to realize the procedure and problem issues and finally conclude as operation characteristics which can solve the problems. The result shows that the remained procurement process lacks of the clear details in each step of operation. So related staffs also misunderstand and less be aware of this problem. The research has been concluded that the design procurement process which identified the operation in details and documents, and also the person who is responsible in each steps lead to the understanding and recognition effectively and could be increase the physical development of Maejo University.
