การเสริมสร้างจิตสำนึกการป้องกันการทุจริตคอรัปชั่นขององค์กรปกครองส่วนท้องถิ่นในสังคมไทย

บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) เศึกษากระบวนการป้องกันการทุจริตคอรัปชั่นขององค์กรปกครองส่วนท้องถิ่นในสังคมไทย 2) ศึกษาแนวทางการเสริมสร้างจิตสำนึกในการป้องกันการทุจริตคอรัปชั่นขององค์กรปกครองส่วนท้องถิ่น และ 3) นำเสนอรูปแบบการเสริมสร้างจิตสำนึกในการป้องกันการทุจริตคอรัปชั่นขององค์กรปกครองส่วนท้องถิ่น การวิจัยครั้งนี้มีวิวิจัยเชิงคุณภาพ โดยการสัมภาษณ์ผู้บริหาร ข้าราชการ และพนักงานขององค์กรปกครองส่วนท้องถิ่น ผู้มีความรู้ด้านการป้องกันการทุจริต และพระภิกษุสงฆ์ เก็บรวบรวมข้อมูลจากหน่วยงานองค์กรปกครองส่วนท้องถิ่นในพื้นที่ จำนวน 6 แห่ง สัมภาษณ์ผู้เกี่ยวข้อง 19 รูป/คน และสนทนากลุ่มย่อยผู้เชี่ยวชาญ 11 รูป/คน สรุปผลการวิจัยดังนี้ 1) กระบวนการป้องกันทุจริตคอรัปชั่นขององค์กรปกครองส่วนท้องถิ่นไทย ประกอบด้วย (1) การวิเคราะห์ปัญหาการบริหารงานในองค์กรปกครองส่วนท้องถิ่น (2) การวิเคราะห์ปัญหาการบริหารงานนอกองค์กรปกครองส่วนท้องถิ่น (3) การแสวงหาหลักการบริหาร และหลักพุทธธรรมเพื่อการบริหารองค์กรปกครองส่วนท้องถิ่น (4) การมุ่งผลลัพธ์การบริหาร 2 ประการ คือ ลดการทุจริตคอรัปชั่น และ เพิ่มความโปร่งใส 2) แนวทางการเสริมสร้างจิตสำนึกในการป้องกันทุจริตคอรัปชั่นขององค์กรปกครองส่วนท้องถิ่นไทย  คือ (1) มีหลักคุณธรรมนำการบริหาร (2) มีหลักการจัดการงานองค์กรปกครองส่วนท้องถิ่นทั้งเรื่องงาน คน และอำนาจ (3) มีหลักการจัดการงานสาธารณะ (4) มีหลักธรรมาภิบาล และ (5) มีหลักพุทธธรรม 3) รูปแบบการเสริมสร้างจิตสำนึกการป้องกันการคอรัปชั่นขององค์กรปกครองส่วนท้องถิ่นไทย ประกอบด้วยสาระสำคัญ 5 ชุดความรู้ คือ 1) ระบบงานสำคัญขององค์กรปกครองส่วนท้องถิ่น 2) การวิเคราะห์ปัญหาการบริหารองค์กรปกครองส่วนท้องถิ่น 3) การวิเคราะห์ปัญหาการบริหารเชิงธรรมาภิบาล 4) ปัญหาเชิงการจัดการสาธารณะ 5) การแสวงหาหลักการบริการและคุณธรรมนำการบริหาร

This research aims to 1) to study the process of preventing the corruption of the local administrative organization in Thailand. 2) to study ways of strengthening anti-corruption awareness of the local administrative organization in Thailand. 3) the model of awareness in preventing corruption of the local administrative organization in Thailand. this research is a methodology of qualitative research, interview and focus group discussion of key informant who is the executive in local administrative organization, people with knowledge of fraud protection and monk. Collected data in various areas of 6, interview 19 concerned and a focus group of 11 experts. The results were as follows: 1) The process of preventing corruption of local administrative organizations contains (1) analysis of problems in the administration of local administrative organization (2) analysis of the administration outside local government (3) search  for principles of management and Buddhist principles to management of the local administrative organization (4) focus on results of 2 folds 4.1) to reduce corruption 4.2) increase transparency. 2) The ways of strengthening anti-corruption awareness of the local administrative organization included: (1) ethics of leading the administration (2) management principle the work, people and power (3) the principles of public management (4) good governance and (5) Buddhist principles. 3)The model of awareness in preventing corruption of the local administrative organization in Thailand contains the essence of 5 sets knowledge are (1) the system of local government's key tasks (2) an analysis of the problem management (3) analysis of problems in management of good governance (4) problems of public management (5) the pursuit of the main service a virtue leads management.
