แนวทางการขับเคลื่อนวาระแห่งชาติด้านสหกรณ์ของสมาชิกสหกรณ์เครดิตยูเนี่ยน ในจังหวัดหนองบัวลำภู

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการรับรู้ยุทธศาสตร์ขับเคลื่อนวาระแห่งชาติด้านสหกรณ์ของสมาชิกสหกรณ์เครดิตยูเนี่ยนในจังหวัดหนองบัวลำภู 2) ศึกษาปัจจัยการขับเคลื่อนของสหกรณ์เครดิตยูเนี่ยนที่ส่งผลต่อยุทธศาสตร์การขับเคลื่อนวาระแห่งชาติด้านสหกรณ์ของสมาชิกสหกรณ์เครดิตยูเนี่ยน และ 3) ศึกษากระบวนการขับเคลื่อนวาระแห่งชาติด้านสหกรณ์ของสมาชิกสหกรณ์เครดิตยูเนี่ยน 4) ศึกษาแนวทางการขับเคลื่อนวาระแห่งชาติด้านสหกรณ์ของสมาชิกสหกรณ์เครดิตยูเนี่ยน การวิจัยนี้เป็นแบบผสานวิธีทั้งเชิงคุณภาพและเชิงปริมาณ กลุ่มตัวอย่างที่ใช้ในการวิจัย ประกอบด้วย ประธานสหกรณ์หรือรองประธานฯ และ ข้าราชการในสำนักงานสหกรณ์จังหวัด จำนวน 38 คน ได้มาโดยทำการเลือกแบบเจาะจง และ  สมาชิกสหกรณ์เครดิตยูเนียนฯ จำนวน 337 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ประกอบด้วย 1) แบบสอบถาม และ 2) แบบสัมภาษณ์  สถิติที่ใช้วิเคราะห์ข้อมูล ได้แก่  ร้อยละ ค่าเฉลี่ย  และส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ถดถอยพหุคูณ  

ผลการวิจัยพบว่า 1) ระดับการรับรู้ยุทธศาสตร์วาระแห่งชาติด้านสหกรณ์ของสมาชิกสหกรณ์เครดิตยูเนี่ยน โดยรวมทุกด้านอยู่ในระดับมาก ด้านที่มีรับรู้สูงสุดคือ ด้านการสร้างและพัฒนาการเรียนรู้ทักษะสหกรณ์  ส่วนด้านที่มีการรับรู้ต่ำสุด คือ ด้านการสนับสนุนแผนพัฒนาสหกรณ์ 2) ปัจจัยการขับเคลื่อนของสหกรณ์เครดิตยูเนี่ยน ได้แก่ โครงสร้างองค์กร บุคลากรภายใน งบประมาณ วัสดุอุปกรณ์ และสถานที่ การบริหารจัดการที่ส่งผลต่อยุทธศาสตร์การขับเคลื่อนวาระแห่งชาติด้านสหกรณ์ของสหกรณ์เครดิตยูเนี่ยนในจังหวัดหนองบัวลำภูอย่างมีนัยสำคัญที่ระดับ 0.05 3) กระบวนการขับเคลื่อนยุทธศาสตร์วาระแห่งชาติด้านสหกรณ์ ประกอบด้วยการพัฒนาช่องทางการเรียนรู้ทุกระบบ ได้แก่ การเรียนรู้ในห้องเรียน การเรียนรู้นอกระบบ และการเรียนรู้ตามอัธยาศัยโดยเน้นที่การสื่อสารกันระหว่างมวลสมาชิกด้วยเนื้อหาสาระและวัตถุประสงค์ที่สื่อให้เห็นอุดมการณ์ของสหกรณ์อย่างเข้าใจง่าย ซึ่งจะทำให้มวลสมาชิกเกิดการตระหนักรู้และเห็นคุณค่าของสหกรณ์มากยิ่งขึ้นอันจะนำไปสู่การพัฒนาที่มั่นคงและยั่งยืน 4) แนวทางการขับเคลื่อนวาระแห่งชาติด้านสหกรณ์  เริ่มจาก การให้ความรู้จาก ผู้มีความรู้และประสบการณ์ อาทิ ผู้บริหารสหกรณ์เครดิตยูเนี่ยน ผู้แทนส่วนราชการ และนักวิชาการด้านสหกรณ์ ฯลฯ โดยผ่านช่องทางการเรียนรู้ทั้งในระบบและนอกระบบ และการฝึกปฏิบัติในกิจกรรมสหกรณ์เบื้องต้นบ่อยครั้งร่วมกัน ซึ่งเน้นให้มวลสมาชิกด้วยกันได้มีโอกาสแลกเปลี่ยนเรียนรู้ร่วมกัน 

The objectives of this research were 1) to study the perceiving on operative strategy of national occupation in the aspect of credit union cooperative in Nongbua Lamphu province,           2) to study operative factors of credit union cooperative enhancing the operative strategy of national occution in the aspect of cooperative for the members of the Credit Union Cooperative, 3) to create operative process in the aspect of cooperative for the members of the Credit Union Cooperative and 4) to study guidelines on operation of national occupation in the aspect of cooperative of the members of the Credit Union Cooperative. This research was combined on qualitative and quantitative research. The samples using in this research were 375 persons from presidents and vice presidents of cooperatives for 38 persons and from the members of credit union cooperatives for 337 persons. The instruments using for data collecting included questionnaires and interviews. The statistics using for data analysis included percentage, mean, standard deviation and multiple regressive.

            The results of findings as follows: 1) For overall all aspects on perceiving of the strategy of national occupation for the cooperative of members of Credit Union Cooperative in Nongbua Lamphu were in high level. The highest levels were the creation and development on learning of skill for cooperative and the lowest level was the aspect of plan for support the cooperative. 2) The operative factors Credit Union Cooperative included organizational structure, personals, budget, material and place enhance the operative strategy of the national occasion on cooperative of Credit Union Cooperative and were significant at 0.05 level.3) The process on operation of national locution for cooperative consisted of development on the ways of learning for all systems as formal learning, non-formal learning and self-learning by stress on communication between members.4) Guidelines on operation of national occupation on cooperative begin from knowledge offering from the wise persons and specialists such as the executives of credit union cooperative and educators of cooperative by stress on together learning.
