Capacity Building Approach for Climate Change Adaptation of Flood Risk Communities in Nong Kin Plen Sub-district, WarinChamrap District, Ubon Ratchathani Province

Abstract

This research aimed at studying the problems and impacts associated with climate change, and communities’ adaptation to climate change, and proposing the capacity building approach for climate change adaptation of flood risked communities of Nong Kin Plen Sub-district, Warin Chamrap District in Ubon Ratchathani Province. Data were collected by in-depth interviews, focus groups, and discussions. Key informants were community leaders, community committees, executives of Nong Kin Plen Sub-district Administrative Organization, and executives of the Disaster Prevention and Mitigation Provincial Office in Ubon Ratchathani. Afterwards, the data were analyzed through grouping, categorization, comparison, and synthesis.

The results revealed that communities faced with climate change in the form of flood disaster and faced with economic, social, and environmental changes. For example, the increased building construction impacted the communities during flood disaster in such ways as inconvenient transportation, crop damage, and income reduction. However, communities had adapted to flood by themselves before flood disaster, e.g., evacuation preparation and early harvest. However, communities had to ask for help from outsider organizations both during and after flood disaster, in terms of donation, medical treatment, and damage compensation. The researcher proposes some structural and non-structural capacity building suggestions for adaptation to flood disaster for example, additional resource allocation for disaster management, canal expansion for more water storage, disaster training, and community forum for the exchange and transfer of knowledge among the communities.
