Building Bridges, Clearing Waste: A Multi-Stakeholder Collaboration to Floating Village Cleanup

This study investigates the collaborative governance approach employed in a floating village (Kampung Nelayan) cleanup initiative in Makassar, Indonesia. The collaboration involved a multi-stakeholder partnership between the Makassar City Government, the South Sulawesi Provincial Environmental Community (WCD Sulawesi Selatan), a waste management company (Olymplast), and a national NGO (Pandawara Group). The purpose of this study is to examine the dynamics of multi-stakeholder collaboration in river and coastal cleanup efforts, specifically in floating village, Makassar. It seeks to understand how various stakeholders interact, contribute, and govern the cleanup process, emphasizing the roles of government, NGOs, businesses, and local communities. A qualitative approach is employed, utilizing secondary data sources including reports, documents, and articles related to river pollution, cleanup initiatives, and stakeholder engagements to examine the collaboration dynamics through the lens of Anshell and Gash's framework. Data analysis is conducted through thematic coding to identify patterns, relationships, and challenges in collaborative governance. The findings reveal a complex network of interactions among stakeholders, characterized by varying levels of engagement, resource contribution, and power dynamics. While the Makassar City Government provides regulatory frameworks and logistical support, WCD Sulsel offers expertise in environmental management. Olymplast and Pandawara group contribute resources and community engagement efforts, fostering a sense of ownership and sustainability. Understanding the dynamics of multi-stakeholder collaboration in river cleanup is crucial for developing effective governance mechanisms and sustaining environmental initiatives. This study provides insights for policymakers, practitioners, and community leaders to enhance collaboration, allocate resources efficiently, and mitigate coastal pollution effectively in floating village and similar contexts
