การบริหารจัดการศูนย์พัฒนาเด็กเล็กในจังหวัดเลย (Management of Early Childhood Development Centers in Loei Province)

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาและเปรียบเทียบสภาพและปัญหาการบริหารจัดการ ศูนย์พัฒนาเด็กเล็กขององค์กรปกครองส่วนท้องถิ่นในจังหวัดเลย โดยเก็บรวบรวมข้อมูลจากการสัมภาษณ์ กลุ่มตัวอย่าง บุคลากรขององค์กรปกครองส่วนท้องถิ่นที่รับผิดชอบเกี่ยวกับการบริหารจัดการศูนย์พัฒนาเด็กเล็ก จำนวน 351 คนจำแนกเป็น กลุ่มผู้ส่งเสริมการจัดการศึกษา 36 คน กลุ่มผู้ปฏิบัติงาน 117 คน และกลุ่มคณะกรรมการศูนย์พัฒนาเด็กเล็ก 198 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามมาตราส่วนประมาณค่า สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที (t-test) และการทดสอบค่าเอฟ (F-test)

งานวิจัยนี้ชี้ให้เห็นว่า ในภาพรวมศูนย์พัฒนาเด็กเล็กขององค์กรปกครองส่วนท้องถิ่นในจังหวัดเลย มีสภาพและปัญหาทางด้านการบริหารจัดการไม่มากนัก ผู้ให้ข้อมูลที่มีความแตกต่างกันทางด้านตำแหน่งหน้าที่และวุฒิทางการศึกษา จะมองเห็นถึงสภาพปัญหาและลักษณะของปัญหาของศูนย์พัฒนาเด็กเล็กแตกต่างกัน ส่วนผู้ที่ทำงานในเทศบาลและองค์การบริหารส่วนตำบลจะมองสภาพปัญหาและลักษณะของปัญหาไม่แตกต่างกัน

Management of Early Childhood Development Centers in Loei Province

The objective of this research is to investigate and compare the conditions and management problems of Early Childhood Development Centers (ECDC) under the Local Administration Organizations in Loei Province. Data were collected through interviewing a sample of 351 persons who were responsible for overseeing the ECDCs. These interviewees were disaggregated into 36 educational promoters, 117 office staff and 198 committee members of the ECDCs. The instrument employed in the data collection was a set of rating scales. The statistical techniques used in the analyses of data were: frequency counts, percentages, mean values, standard deviation, t-test and F-test.

This research demonstrates that, although there were some management issues, on the whole the ECDCs were not laden with management problems. It also indicates that, when classified by positions and levels of educational attainment, the differences in the way the interviewees perceived of the situations and management problems at the ECDCs were significant. However, there were no significant differences when a comparison was made between the Municipalities and Tambon Administration Organizations.
