บทบาทของตำรวจชุมชนและมวลชนสัมพันธ์ที่มีต่อการแก้ไขปัญหา ยาเสพติดในเขตพื้นที่สถานีตำรวจภูธรเมืองกาฬสินธุ์ (The Role of Police-Community Relations in Solving the Drug Problems in the District of Mueang Kalasin Police Station)

Abstract

วัตถุประสงค์หลักของงานวิจัยนี้ อยู่ที่การวิเคราะห์บทบาทของตำรวจชุมชนและมวลชนสัมพันธ์ที่มีต่อการแก้ไขปัญหายาเสพติดในเขตพื้นที่เมืองกาฬสินธุ์ ผู้วิจัยได้ทำการศึกษาจากประชากรกลุ่มตัวอย่าง ซึ่งเป็นตำรวจชุมชนและมวลชนสัมพันธ์ ในเขตพื้นที่สถานีตำรวจภูธรเมืองกาฬสินธุ์ ทั้งหมด 14 นาย โดยวิเคราะห์ข้อมูลจากการให้สัมภาษณ์ของเจ้าหน้าตำรวจชุมชนและมวลชนสัมพันธ์ ของสถานีตำรวจภูธรเมืองกาฬสินธุ์ ในรูปแบบการสัมภาษณ์เชิงลึกกับเจ้าหน้าที่ผู้ปฏิบัติงานจริง โดยการเลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจง เพื่อนำข้อมูลที่สำคัญมาใช้วิเคราะห์หาปัญหาที่เกิดขึ้นในสถานีตำรวจภูธรเมืองกาฬสินธุ์ เช่น บทบาทการทำหน้าที่ รวมถึงสอบถามปัญหาอุปสรรคในปฏิบัติงานชุมชนและมวลชนสัมพันธ์ และนำปัญหาและข้อเสนอแนะที่ได้จากการสัมภาษณ์ไปวิเคราะห์เพื่อหาแนวทางในการปรับปรุงกระบวนงานในอนาคต

ผลการวิจัยพบว่าปัญหาส่วนใหญ่ของตำรวจชุมชนและมวลชนสัมพันธ์ คือ ตำรวจส่วนใหญ่เข้าใจว่างานนี้ไม่ใช่งานในหน้าที่ของตน งานในหน้าที่ตำรวจจะต้องปราบปรามจับกุมผู้กระทำผิดกฎหมาย ประกอบกับผู้บังคับบัญชาไม่ให้ความสำคัญ ไม่เอาใจใส่ดูแล ไม่ให้คำแนะนำช่วยเหลือ และไม่ให้การสนับสนุนทั้งทางด้านความดี ความชอบและงบประมาณ บางครั้งยังใช้วิธีคัดเลือกเจ้าหน้าที่ที่ไม่มีความรู้และประพฤติที่ไม่เหมาะสม และไม่มีมนุษย์สัมพันธ์ไปทำงานในชุดปฏิบัติการชุมชนสัมพันธ์

The Role of Police-Community Relations in Solving the Drug Problems in the District of Mueang Kalasin Police Station

The main objective of this research is to analyze the roles of the police-community relation officers (PCRO) in solving drug problems in Muang Kalasin District. The data were collected through in-depth interviews of 14 purposively selected PCROs who were, at the time of study, stationed at Muang Kalasin Police Station, were analyzed to understand the roles of PCROs, the problems they encountered, and solutions to the problems.

It was found in this research that the majority of PCROs did not perceive or recognize that working with the communities is also one of their duties. Most of them thought that their responsibility was to fight crime and arrest the criminals. This attitude was developed out of the fact that their commander did not recognize that working for and tackling drug problems with community members is a legitimate role of police officers. Their commander did not provide good management support to them. As a result of weak management support, no job supervision and small budgets were provided. It was clear that the career path of these officers did not depend on their performance. It was also found that the recruitment of the PCROs sometimes did not have a clear standard practice. Some of the PCROs, therefore, lacked good human relations skills and could not work effectively within the community.
