คลังสมองกับมายาคติของ “ความรู้”: กรณีศึกษาสถาบันวิจัยเพื่อการพัฒนาประเทศไทย (Think Tanks and ‘Knowledge’: A Study of Thailand Development Research Institute)

Abstract

บทความวิจัยนี้ศึกษามายาคติเกี่ยวกับคลังสมอง โดยเฉพาะประเด็นเรื่อง “ความรู้” ที่คลังสมองใช้เป็นเครื่องมือในการเสนอแนะเชิงนโยบายและสร้างความชอบธรรมในการเสนอนโยบายต่าง ๆ ทั้งต่อรัฐและต่อสังคมโดยใช้กรณีศึกษาคือคลังสมองเศรษฐกิจของไทยที่ชื่อว่า “สถาบันวิจัยเพื่อการพัฒนาประเทศไทย” (ทีดีอาร์ไอ) โดยมีวัตถุประสงค์เพื่อศึกษามายาคติของคลังสมองในเรื่องของความรู้ วิธีการดำเนินการวิจัยจากเอกสารปฐมภูมิ เช่น รายงานทีดีอาร์ไอ และทุติยภูมิ เช่น บทสัมภาษณ์และข่าวจากหนังสือพิมพ์ วิเคราะห์โดยใช้การเปรียบเทียบถ้อยแถลงของทีดีอาร์ไอกับข้อเท็จจริงที่เกิดขึ้นโดยใช้แนวคิดเรื่องวาทกรรมของมิเชล ฟูโกต์ ซึ่งฟูโกต์มีความเห็นว่า “ความรู้” ประเภทที่เป็น “การรับรู้ในฐานะสิ่งที่จริงแท้” (recognized as true) “เป็นสิ่งที่ดำรงอยู่ได้ด้วยการค้ำจุนของอำนาจที่จัดแจงไว้ให้” และอำนาจก็ทำงานผ่าน “วัฒนธรรม ธรรมเนียมประเพณี สถาบันและปัจเจกบุคคล” ผลการศึกษาบ่งชี้ว่า “ความรู้” ของคลังสมองทีดีอาร์ไอนั้นมีสถานะเป็นทัศนะหนึ่งมิใช่สัจธรรมแต่ทำงานผ่านกระบวนการต่าง ๆ เช่น สถานะของผู้เชี่ยวชาญในสถาบันวิจัยจนทำให้ “ความรู้” กลายมาเป็น “ความจริง” 

Think Tanks and ‘Knowledge’: A Study of Thailand Development Research Institute

This paper studies think tanks’ myth, particularly a myth about ‘knowledge’ which is think tanks’ tools for policy recommendation and its’ legitimacy towards state and society.  A case study is Thailand Development Research Institute or TDRI.  It aims to get an idea of think tank’s myth about ‘knowledge’. The paper conducts by employing Michel Foucault’s discourse to compare and analyze TDRI’s statements with actual events from primary sources for example TDRI report and interview and secondary source for example interviews and news from newspaper. According to Foucault, ‘knowledge’ which is recognized as true “can only exist with the support of arrangements of power” and power works through culture and customs, institutions and individuals.

This research examines that TDRI’s ‘knowledge’ is not the truth but a perspective among others and works through process arranged by power of knowledge institution therefore it is recognized as true.
