การประกอบกิจการพาณิชย์ขององค์กรปกครองส่วนท้องถิ่น (Commercial Ventures in Local Administrative Organizations)

Abstract

บทความนี้ มีวัตถุประสงค์เพื่อนำเสนอรูปแบบในการประกอบกิจการเชิงพาณิชย์ ปัญหาที่ประสบ และแนวทางในการแก้ไขปัญหาขององค์กรปกครองส่วนท้องถิ่นใน 6 แห่ง ใน 6 จังหวัด อันได้แก่ 1) เทศบาลนครนครศรีธรรมราช 2) องค์การบริหารส่วนตำบลนาโพธิ์กลาง อำเภอโขงเจียม จังหวัดอุบลราชธานี 3) เทศบาลนครอุดรธานี 4) เทศบาลนครหาดใหญ่  5) องค์การบริหารส่วนจังหวัดขอนแก่น และ 6) เทศบาลนครนนทบุรี ข้อมูลที่นำมาวิเคราะห์เพื่อเขียนบทความนี้ได้มาจากการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสำคัญ จำนวน 24 คน และเสริมด้วยข้อมูลจากเอกสารงานวิจัยต่าง ๆ

ผลการศึกษา พบว่า กิจการเชิงพาณิชย์ที่องค์กรปกครองส่วนท้องถิ่นดำเนินการมีจุดเริ่มต้นมาจากกิจการพื้นฐานของชุมชน เพื่อการศึกษาเรียนรู้ชุมชนและมุ่งตอบสนองความต้องการของชุมชน เมื่อนำกิจกรรมเชิงพาณิชย์ขององค์กรปกครองส่วนท้องถิ่นมาวิเคราะห์ ทำให้พบ ทางเลือกและรูปแบบในการดำเนินการหลายวิธี อันได้แก่ 1) องค์กรปกครองส่วนท้องถิ่นดำเนินการเอง 2) องค์กรปกครองส่วนท้องถิ่นให้หน่วยงานเอกชนภายนอกเข้ามาดำเนินการแทนองค์กรปกครองส่วนท้องถิ่น และ 3) องค์กรปกครองท้องถิ่นร่วมลงทุนกับหน่วยงานเอกชน ในแต่ละรูปแบบของการลงทุนประสบกับปัญหาและต้องการแนวทางแก้ไขที่แตกต่างกัน

Commercial Ventures in Local Administrative Organizations

This article presents models of business ventures, and related problems and solutions. The research upon which this study was based was conducted in six local administrative organizations (LAO): Nakhon Si Thammarat City Municipality, Narpho Klang Tambon Administration Organization located in Khong Chiam District of Ubon Ratchathani Province, Udon Thani City Municipality, Hatyai City Municipality, Khon Kaen Provincial Administration, and Nontha Buri City Municipality. The data for this research were collected through in-depth interviews of 24 key informants and supplemented by information from official documents and previous research.

It was found that the business ventures that were operated by the LAOs emerged out of the services that were responsive to the learning needs and cultural identity of each of the locales. The analysis of data found three business models: 1) the LAO completely owned and exclusively operated the business; 2) the LAO either granted the license or outsourced the business to the private sector; and 3) a joint venture between the LAO and a private company. Each business model had its own problems, thus each required different solutions as described in this report.
