ปัญหาที่พบในการดำเนินโครงการกองทุนพัฒนาบทบาทสตรี (Some Problems of the Women Empowerment Funds Project)

Abstract

บทความนี้มีวัตถุประสงค์เพื่อวิเคราะห์ปัญหาเกี่ยวกับการดำเนินงานโครงการกองทุนพัฒนาบทบาทสตรี และเสนอแนวทางการพัฒนาการดำเนินโครงการกองทุนพัฒนาบทบาทสตรี อำเภอสำโรง จังหวัดอุบลราชธานี ผู้วิจัยเก็บรวบรวมข้อมูลด้วยการสัมภาษณ์เชิงลึกจากกลุ่มผู้ให้ข้อมูลหลักซึ่งเป็นสตรี จำนวน 27 คน ซึ่งประกอบด้วยประธานและคณะกรรมการกองทุนพัฒนาบทบาทสตรีจากทั้ง 9 ตำบลของอำเภอสำโรง จังหวัดอุบลราชธานี

ผลการศึกษาพบว่า กองทุนพัฒนาบทบาทสตรีมีปัญหาหลักอยู่ 5 ด้าน ได้แก่ 1) การมีจำนวนสมาชิกน้อย อันเป็นผลมาจากการขาดการประชาสัมพันธ์ จึงทำให้ประชาชนยังขาดความรู้ความเข้าใจเกี่ยวกับผลประโยชน์ที่จะได้รับจากกองทุน 2) การขาดความรู้ความเข้าใจในการดำเนินงานของคณะกรรมการกองทุนพัฒนาบทบาทสตรีในระดับหมู่บ้านและระดับตำบล 3) การมีศักยภาพทางการบริหารเงินกองทุนและงบประมาณต่ำ 4) การพึ่งพิงงบประมาณจากรัฐเป็นหลัก และ 5) การขาดระบบติดตามประเมินผลและจัดทำรายงานความก้าวหน้าหรือผลการดำเนินงานของโครงการ เพื่อแก้ไขจุดอ่อนดังกล่าว งานวิจัยนี้จึงได้ให้ข้อเสนอแนะในการแก้ไขปัญหาต่าง ๆ และพัฒนาการดำเนินการของกองทุนพัฒนาบทบาทสตรี

Some Problems of the Women Empowerment Funds Project

The objectives of this research were to conduct problem analysis of flaws in the management of the Women Empowerment Funds Project (WEF) in Sumrong district, Ubon Ratchathani province, and to propose guidelines for the improvement of the management of the project. In-depth interviews were conducted to gather information from 27 key informants, all women, who were the chairpersons or members of the Committee on Women Empowerment Funds. They were from the nine sub-districts in Sumrong district, Ubon Ratchathani province.

This research found that there were five problem areas that reflected the mismanagement of the WEF, thus leading to its deficiencies. 1) Because of an ineffective public relations strategy, most members of the community did not know about the benefits of the WEF. The net effect was that very few people registered as members of the Funds. 2) The committee members who were responsible for the management of the WEF did not possess the required project management skills. 3) In particular, they did not have any knowledge of financial and budget management. 4) The source of support for the projects implemented in the program was exclusively from a national government budget allocation. There was no financial support from the community. 4) The Committee for the WEF had yet to put in place a monitoring, evaluation and reporting system for all the projects funded by the WEF. This research recommends guidelines to rectify these problems and to increase the effectiveness of the Women Empowerment Funds.
