กระบวนการเข้าสู่ตำแหน่งทางการเมืองท้องถิ่นของสตรีในภาคกลาง (The Process of Improving Political Status of Women in the Central Region)

Abstract

บทความวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อศึกษา 1) บริบททางการเมือง เศรษฐกิจ สังคมและวัฒนธรรม การบริหาร และกฎหมายที่มีผลต่อกระบวนการเข้าสู่ตำแหน่งทางการเมืองของสตรีในองค์กรปกครองส่วนท้องถิ่น 2) กระบวนการเข้าสู่ตำแหน่งทางการเมืองของสตรี และ 3) ปัจจัยที่สนับสนุนและปัจจัยที่เป็นอุปสรรคต่อกระบวนการเข้าสู่ตำแหน่งทางการเมืองของสตรี ข้อมูลที่ใช้ในการวิจัยนี้ ประกอบด้วยทั้งข้อมูลเชิงคุณภาพและเชิงปริมาณ ข้อมูลเชิงคุณภาพได้มาจากการสัมภาษณ์นักการเมืองท้องถิ่นสตรีของเทศบาลในเขตภาคกลาง จำนวน 15 คน และนักวิชาการทางการเมืองที่เกี่ยวข้อง จำนวน 2 คน ที่ถูกเลือกมาด้วยวิธีการเลือกแบบเจาะจง ส่วนข้อมูลเชิงปริมาณได้จากการสัมภาษณ์ฝ่ายปกครองและผู้นำชุมชน อันประกอบด้วย กำนัน ผู้ใหญ่บ้าน ประธานชุมชน ประธานหมู่บ้าน และประชาชน ในพื้นที่เทศบาลของจังหวัดสระบุรี จังหวัดพระนครศรีอยุธยา จังหวัดอ่างทองจังหวัดสุพรรณบุรี และจังหวัดชัยนาท จำนวน 15 เทศบาล เทศบาลละ 30 คน รวมกันเป็นจำนวน 450 คน

ผลการวิจัยพบว่า 1) การเข้าสู่ตำแหน่งสูงของผู้นำสตรี เกิดขึ้นจากเข้าไปมีบทบาทในฐานะผู้นำในการแก้ไขปัญหาทางการเมือง เศรษฐกิจ สังคมและวัฒนธรรมของท้องถิ่น 2) ในการเข้าสู่ตำแหน่งการเมืองท้องถิ่นสตรีแต่ละคนเริ่มต้นมาจากการได้มีโอกาสแนะนำตัวเองโดยผ่านโครงการหรือกิจกรรมต่าง ๆ เช่น การสนับสนุนและส่งเสริมกีฬา และการได้สร้างความสัมพันธ์ที่ดีกับชุมชน และ 3) ปัจจัยที่สนับสนุนเกิดมาจากการที่สตรีไทยมีสิทธิทางกฎหมายเพิ่มขึ้น และปัจจัยที่เป็นอุปสรรคต่อการเข้าสู่ตำแหน่งการเมืองท้องถิ่นสตรีเกิดจากการที่สังคมยังมีทัศนคติที่ไม่ถูกต้อง เช่น มีการละเลยหรือมองข้ามประเด็นศักดิ์ศรีความเป็นมนุษย์และความเท่าเทียมกันกับชายของสตรี

The Process of Improving Political Status of Women in the Central Region

The objectives of this research were to study (1) the political, economic, social, cultural and legal contexts that pave the way for women to improve their political status in local government, (2) the process of and the path toward achieving this, and (3) the factors that either encourage their advancement or pose as obstacles to women bettering their political status.

This study employs both qualitative and quantitative data. Qualitative data were collected by interviewing 15 local women politicians and two academicians who were experts in local administration from 15 municipalities in the provinces of Saraburi, Phra Nakhon Si Ayutthaya, Ang Thong, Suphan Buri, and Chai Nat, all in the central region of Thailand. Quantitative data were collected from interviews with government and community leaders, village headmen, tambon headmen, chairpersons of community organizations, community leaders, and residents in the same 15 municipalities. A quota sample of 15 persons was set for each selected municipality in these five provinces, yielding a total sample of 450 persons.

This analyses of the data indicate that: 1) Women in this group rose to political positions because they had served as leaders in solving or mitigating political, economic, social and cultural problems within their own communities; 2) All local political leaders in this study embarked on their political careers through involvement in various project activities, such as sports promotion projects and community relations projects; 3) The political advancement of these women was facilitated, in part, by the enactment of various laws that enhanced women’s rights. However, it was noted that some prevailing negative attitudes towards females, as seen in a mild form of gender bias or unequal recognition of human dignity between males and females, still posed an obstacle to women attaining the same political status as men.
