การรับรู้เกี่ยวกับหน้าที่และความจำเป็นขององค์การบริหารส่วนจังหวัด (Perceptions of Functions of Provincial Administration Organization)

Abstract

การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาความคิดเห็นของประชาชนเกี่ยวกับบทบาทหน้าที่และความจำเป็นขององค์การบริหารส่วนจังหวัด ซึ่งเป็นมุมมองของตัวอย่างประชาชนผู้มีสิทธิเลือกตั้งในพื้นที่จังหวัดสุราษฎร์ธานี ที่มีอายุ 18 ปีขึ้นไป จำนวน 80 คน ผู้วิจัยเก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม การวิเคราะห์ข้อมูลใช้สถิติร้อยละ และสรุปผลการศึกษาในลักษณะของการเขียนบรรยายเชิงพรรณนา

ผลการศึกษา พบว่า ประชาชน ร้อยละ 91.2 รู้จักองค์การบริหารส่วนจังหวัดสุราษฎร์ธานี ร้อยละ 68.8 ยอมรับในบทบาทหน้าที่ขององค์การบริหารส่วนจังหวัดสุราษฎร์ธานี ส่วนผู้ที่ไม่ยอมรับบทบาทหน้าที่ขององค์การบริหารส่วนจังหวัด มีเพียงร้อยละ 31.2 โดยให้เหตุผลว่า ยังมองไม่เห็นบทบาทหน้าที่ที่ชัดเจนขององค์การบริหารส่วนจังหวัดสุราษฎร์ธานี ส่วนในประเด็นความจำเป็นใน ภาพรวมของการมีองค์การบริหารส่วนจังหวัด พบว่า ประมาณครึ่งหนึ่ง (51.3%) ของประชาชนมองว่า ประเทศไทยยังจำเป็นต้องมีองค์การบริหารส่วนจังหวัด ส่วนใหญ่ให้เหตุผลว่า องค์การบริหารส่วนจังหวัดมีบทบาทหน้าที่ในการสนับสนุน ช่วยเหลือโครงการที่เกินศักยภาพของเทศบาลและองค์การบริหารส่วนตำบล เป็นตัวกลางในการขับเคลื่อนการพัฒนาในภาพรวมระดับจังหวัด รวมถึงการ ดำเนินงานที่เป็นภาพรวมระดับจังหวัด เช่น ด้านการศึกษา ด้านสาธารณสุข การจัดการขยะมูลฝอยส่วนประชาชนที่เหลืออีกส่วนหนึ่งมองว่าไม่มีความจำเป็นเลยหรือมีความจำเป็นไม่มากนักที่จะต้องมีองค์การบริหารส่วนจังหวัด และมองว่า ภารกิจขององค์การบริหารส่วนจังหวัดมีความซ้ำซ้อนกับของเทศบาลและองค์การบริหารส่วนตำบล

Perceptions of Functions of Provincial Administration Organization

This research had the objective to study opinions and the perception of a sample of people about the functions and necessity of the provincial administration organization (PAO). Data were collected from a sample of 80 persons who were eligible voters in Surat Thani Province, aged 18 years or above. Data were collected using a questionnaire, and analyzed using descriptive statistics.

The study found that 91.2% know about Surat Thani PAO; 68.8% accepted its roles and functions. Those who said that the PAO has no clear functions saw that the activities managed by the PAO are not necessary for the common good for people. About half (51.3%) of the sample was of the opinion that Thailand still needs a PAO. They feel that the PAO plays a useful role in supporting projects that are beyond the implementation capacity of the municipalities or Tambon Administration Organization (TAO). Some also feel that the PAO serves as a central focal point for advocating for overall provincial development in the areas, such as education, public health, and solid waste management. The other portion of the sample feels that there is no or little need for the PAO to mange these activities. They feel that most of the PAO activities duplicate what the municipalities and TAO are already doing
