ประสิทธิผลการบริหารความโปร่งใสขององค์การบริหารส่วนจังหวัดปทุมธานี (The Effectiveness of Transparency Management of Pathum Thani Provincial Administration Organization)

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์ที่จะประเมินประสิทธิผลการบริหารความโปร่งใสขององค์การบริหารส่วนจังหวัดปทุมธานี โดยเก็บรวบรวมข้อมูลจากการสัมภาษณ์แบบเจาะลึกผู้ให้ข้อมูลหลัก (Key Informant) จำนวน 24 คน การสัมภาษณ์ส่วนใหญ่มีลักษณะเป็นการสนทนา ข้อมูลที่เก็บรวบรวมมาได้มีลักษณะเป็นคำตอบในเชิงปทัฎฐาน ทำให้ไม่สามารถสรุปเป็นอย่างอื่นได้ นอกจากว่า อบจ. ปทุมธานี มีประสิทธิผลการบริหารความโปร่งใสสูง ทั้งนี้เพราะ อบจ. ปทุมธานี ได้ดำเนินการโดยยึดถือตามพระราชบัญญัติข้อมูลข่าวสารของราชการ พ.ศ. 2540 เป็นแนวทางในการบริหารจัดการผู้วิจัยได้อภิปรายและชี้ให้เห็นถึงจุดอ่อนของการวิจัยประเมินผลการทำงานของหน่วยงานราชการดังที่เกิดขึ้นในครั้งนี้และอภิปรายถึงประเด็นที่ต้องระมัดระวังในการออกแบบงานวิจัยในลักษณะนี้The Effectiveness of Transparency Management of Pathum Thani Provincial Administration Organization

This study evaluates the effectiveness of transparency management of Pathum Thani Provincial Administration Organization. The data for this study were collected using in-depth interviews of 24 key informants. Most of the interviews were conducted as a personal conversation. However, because of the “agreeable” nature of those interviewed, the analysis only leads to a conclusion that, in observing the Information Act of B.E. 2540, Pathum Thani Provincial Administration Organization is effective in its transparency management. In this report, the researcher discusses the limitations and the points that a researcher needs to be wary of when conducting an evaluation of the performance of a government agency.
