ทัศนคติของเจ้าหน้าที่ตำรวจและประชาชนต่อจุดตรวจจราจร ในเขตเทศบาลนครขอนแก่น (Police Officers and Citizens’ Attitudes toward Traffic Checkpoints in Nakorn Khon Kaen Municipality)

Abstract

บทความนี้นำเสนอผลที่ได้จากการวัดทัศนคติของเจ้าหน้าที่ตำรวจและประชาชนต่อการตั้งด่านตรวจ จุดตรวจ จุดสกัด ทางจราจรของเจ้าพนักงาน ข้อมูลที่ใช้ในการเขียนรายงานนี้ได้มาจากการสัมภาษณ์เชิงลึกเจ้าหน้าที่ตำรวจจราจรในสังกัดสถานีตำรวจภูธรเมืองขอนแก่นและประชาชนกลุ่มละ 12 คน และจากการประชุมกลุ่มย่อยของทั้ง 2 กลุ่ม การวิเคราะห์ข้อมูลเชิงปริมาณใช้ค่าร้อยละ ส่วนข้อมูลเชิงคุณภาพใช้การวิเคราะห์เนื้อหาสาระ

ผลการวิเคราะห์ข้อมูลพบว่า เจ้าหน้าที่ตำรวจจราจรเห็นว่า ตนเองได้ปฏิบัติหน้าที่ในฐานะผู้บังคับใช้กฎหมายจราจรอย่างชัดเจนและเหมาะสมแล้ว แต่ในบางกรณีอาจจะมีความไม่เสมอภาคบ้างเพราะต้องทำงานภายใต้ระบบอุปถัมภ์ และขณะเดียวกันเจ้าหน้าที่ตำรวจมีความเสี่ยงสูงที่จะเกิดอุบัติเหตุในขณะที่ปฏิบัติหน้าที่ ส่วนประชาชนกลับมองว่า การทำงานของเจ้าหน้าที่ตำรวจเป็นการ แสวงหาผลประโยชน์ และทำความเดือดร้อนให้กับประชาชนผู้ใช้รถใช้ถนน จึงได้รวมตัวกันจัดตั้งกลุ่มโซเชียลเน็ตเวิร์ค เพื่อแจ้งสถานที่จุดตรวจและโจมตีการทำงานของเจ้าหน้าที่ตำรวจ อีกทั้งยังมองว่าการขาดการสื่อสารที่ดีระหว่างเจ้าหน้าที่ตำรวจกับประชาชนเป็นอุปสรรคสำคัญในการสร้างความร่วมมือในการทำงานระหว่างตำรวจกับประชาชน

Police Officers and Citizens’ Attitudes toward Traffic Checkpoints in Nakorn Khon Kaen Municipality

This report presents a result from an assessment of the attitudes of the traffic police officers at the Khon Kaen City Police Bureau and that of the residents in the Nakorn Khon Kaen Municipality towards the set up and operations of traffic checkpoints. Data upon which this report was based were collected through in-depth interviews and focus group discussion of 24 key informants, including 12 traffic police officers and 12 citizen representatives. The method of percentage analysis was used for quantitative data and content analysis for qualitative data.

The results from data analyses indicate clearly that the police officers have a favorable attitude. However, they view that even though strict law enforcement is essential to city traffic management; equitable traffic law enforcement is frequently complicated by clientelism. Also, the traffic officers’ safety is of paramount importance. On the other hand, citizens’ distrust of the traffic police is caused by their own perception that police officers are corrupt. This negative attitude emerged out of distrust has led to the emergence of online forums, blogs, and social networking websites that report the locations of traffic checkpoints. These online channels sabotage traffic law enforcement and other security-related activities. Based on the research findings, the strained relationship stems from miscommunication between citizens and traffic officers.
