การพัฒนาการบริหารงานพัสดุของสถาบันอุดมศึกษา วิเคราะห์การบริหารห่วงโซ่ อุปสงค์ ห่วงโซ่อุปทาน ของมหาวิทยาลัยอุบลราชธานี

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการบริหารงานพัสดุของมหาวิทยาลัยอุบลราชธานี ด้านการบริหารห่วงโซ่อุปสงค์ ห่วงโซ่อุปทานของจรการบริหารงานพัสดุ ทั้ง 8 ด้าน ได้แก่ 1) การวางแผน 2) การกำหนดความต้องการ 3) การขอตั้งงบประมาณ 4) การกำหนดแผนการซื้อ 5) การจัดหาจัดซื้อ 6) การแจกจ่าย และควบคุม 7) การบำรุงรักษา และ 8) การจำหน่าย

ผลการศึกษาพบว่า การบริหารงานพัสดุของมหาวิทยาลัยอุบลราชธานี ด้านห่วงโซ่อุปสงค์ได้ให้ความสำคัญกับการวางแผนหรือการกำหนดโครงการ เพื่อให้องค์กรสามารถบริหารจัดการงบประมาณในการจัดหาพัสดุได้อย่างมีประสิทธิภาพ ประหยัดและคุ้มค่า ส่วนด้านห่วงโซ่อุปทานได้เน้นการวางแผนการจัดหาโดยเปิดโอกาสให้ผู้ที่เป็นผู้กำหนดความต้องการใช้พัสดุ ได้ประชุมซักซ้อมความเข้าใจในการจัดหาเพื่อให้เกิดความโปร่งใส สะดวกรวดเร็ว ในการจัดหาพัสดุ ปฏิบัติตามระเบียบสำนักนายกรัฐมนตรีว่าด้วยการพัสดุ พ.ศ. 2535 และแก้ไขเพิ่มเติม อย่างเคร่งครัดให้ตรงตามความต้องการของผู้ใช้ให้มากที่สุดใช้งบประมาณที่เหมาะสมในการจัดหาและมีความ รวดเร็วในการเบิกจ่ายพัสดุให้กับผู้ใช้บริการ

Logistics Management Development Of Higher Educational Institute: An Analysis of Demand and Supply Chains Management of Ubonratchathani University

This article is an attempt to understand the public procurement process in a higher education institution in Thailand. It does so by using the demand and supply chain management theory to examine the procurement process in Ubon Ratchathani University, a large public university in Northeast Thailand. Specifically, this research looks at eighth stages of procurement: 1) planning 2) needs assessment, 3) budgeting, 4) procurement planning, 5) procurement, 6) distribution and control, 7) maintenance., and 8) disposal.

This study finds that the university emphasizes project planning that helps facilitate efficient procurement and cost-effective operations. Needs assessment is conducted to analyze the university’s expenditure and capital needs. To promote transparency, meetings are regularly held to monitor the procurement process. On balance, the university strictly adheres to the regulations stipulated in 1992 by the Office of the Prime Minister.
