เครือข่าย: กระบวนทัศน์ใหม่ในการพัฒนาท้องถิ่น

Abstract

บทความนี้ชี้ให้เห็นถึง กระบวนการในการนำและสร้างความเข้มแข็งของเครือข่ายในชุมชนเพื่อให้มีบทบาทในการพัฒนาตามแนวคิดของการพัฒนาจากระดับล่าง ผู้วิจัยได้ทำการวิจัยโดยใช้ข้อมูลจากการเฝ้าสังเกตแบบมีส่วนร่วมของผู้วิจัยในฐานะผู้ที่ทำงานและอาศัยอยู่ในท้องถิ่น นอกจากนั้นผู้วิจัยยังได้ทำการสนทนาร่วมกับผู้นำชุมชนและสมาชิกเครือข่ายต่าง ๆ ในตำบลสินปุน อันเป็นพื้นที่ของ การศึกษาครั้งนี้

ผลการวิเคราะห์ข้อมูล พบว่า ชุมชนที่ศึกษานี้ มีศักยภาพและต้นทุนทางสังคม คือ เป็นชุมชนดั้งเดิม ทำให้สมาชิกในชุมชนมีความสัมพันธ์กันแน่นแฟ้น เปรียบเสมือนเป็นครอบครัวเดียวกัน จึงน่าที่จะมารวมพลังกันในการพัฒนาท้องถิ่นของตนเองได้ จากแนวความคิดนี้ผู้วิจัยจึงได้ทำการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม เพื่อปรับเปลี่ยนความสัมพันธ์ของสมาชิกชุมชนที่เหนียวแน่นให้เป็นพลังสังคม เพื่อการพัฒนาท้องถิ่น โดยมีกระบวนการ 3 ขั้นตอน อันได้แก่ขั้นตอนที่ 1 ศึกษาข้อมูลและสำรวจกลุ่มองค์กรเครือข่าย ขั้นตอนที่ 2 การประชุมและสนทนากลุ่ม ขั้นตอนที่ 3 การพัฒนาให้สมาชิกในชุมชนตระหนักถึงหน้าที่และความรับผิดชอบของตนที่มีต่อชุมชน เมื่อสิ้นสุดการวิจัย พบว่าสมาชิกในชุมชนมีความเชื่อว่า ท้องถิ่นมีศักยภาพและความสามารถที่จะแก้ไขปัญหาของท้องถิ่นและพัฒนาตนเองได้

Networking: Toward A New Local Development Approach

This article documents the process of strengthening community networks for the purpose of promoting local development initiatives. This study hypothesizes that local people have the potential to look after themselves. The researcher, as a person who lives and works in a local area organization, observed the method of citizen participation during this study. In addition, information collected through informal conversations with key community leaders and members of various social network groups in Sinpun Subdistrict Administration Organization was also employed.

The analyses of data indicate that the local community has great potential and is endowed with a wealth of social capital, developed out of the close personal relationships among the community members, similar to a large family. From preliminary results, the researcher pursued a participative operational research and transformed the personal relationships into social forces for local development. There were three research steps involved: 1) community network assessment; 2) community reorganizing though consultative group meetings; and 3) inculcating the civic values and sense of responsibility among the members of the community. At the end of the research process, it was found that most members of the community believed that Sinpun Subdistrict Administration had the capability to initiate and look after local development projects for their own people.
