ความสัมพันธ์ระหว่างการบริหารราชการส่วนภูมิภาคกับส่วนท้องถิ่นในจังหวัดลำพูน

Abstract

รายงานนี้มีวัตถุประสงค์ เพื่อวิเคราะห์ถึงความสัมพันธ์เชิงการบริหารของระบบการบริหารราชการส่วนภูมิภาคกับระบบการบริหารราชการส่วนส่วนท้องถิ่นในจังหวัดลำพูน ในการวิจัยครั้งนี้ผู้วิจัยใช้ข้อมูลจากการสัมภาษณ์เชิงลึก ตัวอย่างข้าราชการสำนักงานส่งเสริมการปกครองท้องถิ่นจังหวัดจำนวน 25 คน ผู้บริหารองค์กรปกครองส่วนท้องถิ่นในจังหวัด จำนวน 58 คน

ผลการศึกษาพบว่า เนื่องจากการปกครองท้องถิ่นของประเทศไทย มีจุดกำเนิดมาจากมิติทางการเมืองและกฎหมาย มิได้มีจุดกำเนิดหรือพัฒนาการในเชิงสังคมและวัฒนธรรมของการร่วมด้วยช่วยกันดูแลรักษาหรือแก้ไขปัญหาของตนเอง ประกอบกับพระราชบัญญัติระเบียบบริหารราชการแผ่นดิน พ.ศ. 2534 กำหนดให้ผู้ว่าราชการจังหวัดมีอำนาจหน้าที่กำกับดูแลการปฏิบัติราชการภายในจังหวัด ซึ่งรวมถึงการบริหารราชการส่วนท้องถิ่นด้วย ส่งผลให้ผู้ว่าราชการจังหวัดและนายอำเภอเข้ามาควบคุมกำกับการบริหารราชการส่วนท้องถิ่น ทำให้การบริหารราชการส่วนภูมิภาคไม่มีบทบาทในการสนับสนุนหรือส่งเสริมและพัฒนาให้องค์กรปกครองส่วนท้องถิ่นมีความเข้มแข็ง ส่งผลกระทบให้ประชาชนไม่สามารถพึ่งตนเองได้ตามหลักการและปรัชญาของการปกครองท้องถิ่น

The Relationship between Regional Administration and Local Administration

This report analyzes the management relationship between Regional Administration and Local Administration in Lam Phun province. The data employed were collected through in-depth interviews of 25 officers from the Office of Provincial Local Administration and 58 administrators of local administration organizations in the province.

Local government in Thailand did not evolve from the culture of communal help, long established to overcome the problems and obstacles confronted by the people at times of necessity or crisis. Instead, the genesis of local government in Thailand emerged from political and legal transformation. We also note that the National Government Organization Act of 1991 stipulates that all provincial governors have the legal authority for all administrative functions, including monitoring and controlling most of the central government branch offices and the local governments within their own province. It is under this pretext that we found the central government, through the provincial governor, still controls most of the local governments within the province. This study concludes that the relationship between the two branches of administration, the provincial and the local, are not conducive to developing and improving the management capacity of local governments, thus undermining the philosophy of self-reliance and self-governing.
