รายงานนี้มีวัตถุประสงค์เพื่อ ศึกษาความก้าวหน้าในการกระจายอำนาจและการถ่ายโอนภารกิจให้แก่องค์กรปกครองส่วนท้องถิ่น ในทั้ง 6 ด้าน ได้แก่ ด้านโครงสร้างพื้นฐาน ด้านส่งเสริมคุณภาพชีวิต ด้านการจัดระเบียบชุมชน/สังคมการรักษาความสงบเรียบร้อย ด้านการวางแผนการส่งเสริมการลงทุนพณิชยกรรมและด้านการบริหารจัดการและการอนุรักษ์ทรัพยากรธรรมชาติสิ่งแวดล้อม และ ด้านศิลปวัฒนธรรมจารีตประเพณีและภูมิปัญญาท้องถิ่น โดยใช้ข้อมูลจากการสัมภาษณ์ พร้อมเอกสารที่เกี่ยวข้อง นำมาวิเคราะห์ข้อมูลในเชิงพรรณนา ผลการศึกษาพบว่า ความก้าวหน้าในการถ่ายโอนภารกิจยังไม่ได้รับภารกิจถ่ายโอนครบถ้วนทุกด้าน  ความอิสระในการบริหารงาน ๆ ยังอยู่ภายใต้การบริหารของส่วนกลางหรือส่วนภูมิภาค ความสัมพันธ์ระหว่างการบริหารราชการส่วนกลางหรือส่วนภูมิภาคกับการบริหารราชการส่วนท้องถิ่นในด้านภารกิจถ่ายโอน เป็นความสัมพันธ์เชิงอำนาจในการสั่งการเพื่อให้ปฏิบัติงานตามหลักเกณฑ์ที่ส่วนกลางหรือส่วนภูมิภาคเป็นผู้กำหนด

Abstract

                The objective of this research was to study the progress of decentralized management and the transfer of responsibility to local administrative organizations (LAO) in Khon Kaen Province.  The study examined performance across six dimensions; infrastructure, quality of life promotion, socio-community orderliness and security, commercial investment, management and conservation of natural resources and the environment, and arts, culture, customs and traditional wisdom.  Data were collected by interviews and the review of existing documents. 

                This study found that progress of decentralized management and transfer of responsibility to LAO is still incomplete.  There is also a lack of independence in management as the central and regional authorities still play a significant role in management at the local level.  The relationship between central/regional government administration and the LAO is of a top-down nature.
