การบูรณาการแผนพัฒนาท้องถิ่นขององค์กรปกครองส่วนท้องถิ่นในจังหวัดยะลา Integration of Local Development Plans among Local Governments in Yala Province

บทคัดย่อ

การศึกษาเรื่อง การบูรณาการแผนพัฒนาท้องถิ่นขององค์กรปกครองส่วนท้องถิ่นในจังหวัดยะลา  นำเสนอข้อมูลที่ได้จากการศึกษาระดมสมอง ผู้เกี่ยวข้องกับการจัดทำแผนพัฒนาท้องถิ่น ได้แก่ ปลัดองค์กรปกครองส่วนท้องถิ่น รองปลัดองค์กรปกครองส่วนท้องถิ่น ผู้อำนวยการกอง หัวหน้าฝ่ายฯ และเจ้าหน้าที่วิเคราะห์นโยบายและแผน และการสัมภาษณ์ผู้นำท้องถิ่น ได้แก่ กำนัน ผู้ใหญ่บ้าน และกรรมการหมู่บ้าน ในเขตอำเภอเมือง จังหวัดยะลา

ผลการศึกษาพบว่า การบูรณาการแผนพัฒนาท้องถิ่นขององค์กรปกครองส่วนท้องถิ่นในจังหวัดยะลานั้น การประสานงานบูรณาการแผนพัฒนาท้องถิ่นยังมีไม่มากนัก มีเพียงการส่งผ่านแผนงานหรือรวบรวมแผนงานให้หน่วยงานอื่นดำเนินการเท่านั้น ซึ่งผลที่ตามมาคือ องค์กรปกครองส่วนท้องถิ่นนั้นๆขาดโอกาสในการตอบสนองความต้องการของประชาชนตามแผนพัฒนาท้องถิ่นที่มีการกำหนดไว้  แนวทางการบูรณการแผนพัฒนาท้องถิ่นคือ 1) การวิเคราะห์ปัญหาความต้องการของแต่ละองค์กร ก่อนจะประสานงานกับองค์กรอื่นๆ ว่าองค์กรไหนมีวัสดุอุปกรณ์ เครื่องจักรกล กำลังคน เงินงบประมาณเพื่อร่วมงานกันได้ 2) การรู้ว่ากำลังความสามารถของหน่วยงานของตนเองว่ามีขีดศักยภาพแค่ไหน 3) ในการจัดทำแผนควรมีการประสานงานมีการเชิญร่วมประชุมจัดทำแผน เพื่อสามารถหาวิธีการแก้ไขปัญหาร่วมกัน 4) เมื่อมีการดำเนินการตามแผนหากมีแผนที่ร่วมกันควรมีการประชุมซักซ้อมความพร้อมร่วมกันทั้งด้านวัสดุอุปกรณ์ กำลังคน เงินงบประมาณเป็นต้น 5)  ระหว่างดำเนินการกิจกรรมโครงการให้มีการประสานงานระหว่างหน่วยงาน เพื่ออำนวยความสะดวกต่อโครงการ  6)  เมื่อเสร็จสิ้นโครงการควรมีการสรุปผลแผนงานร่วมกันเพื่อหาข้อสรุป ข้อผิดพลาดจุดดีจุดด้อย เพื่อในโอกาสต่อไปเมื่อมีการจัดทำแผนพัฒนาระหว่างองค์กรจะได้เกิดข้อผิดพลาดน้อยที่สุดหรือนำข้อดีไปใช้ เพื่อยังประโยชน์สูงสุดแก่ประชาชนต่อไป  

Abstract

                This research had the objective of studying the integration of local development plans among local administrative organizations (LAO) in Yala Province. The information was then presented to a brainstorming session with relevant LAO planning officials, including the executive secretary and deputy of the LAO, the division and section chiefs, and policy/planning analysts. In addition, the researchers conducted interviews with local leaders including Kamnan, village headmen and village committee members in Muang District of Yala.

                The study found that there is limited integrated coordination of development plans among the LAOs. Staff simply forward the plans or compile them for other agencies. Thus, many agencies miss the opportunity to address the needs of the local population as specified in the plans. In order to better integrate the plans with action, the following is recommended: (1) As an initial step, there should be a needs assessment of the various organizations to assess capacity for coordination, including an inventory of equipment, supplies, personnel, and budget; (2) There is a need to foster a better awareness of one’s own organizational capacity among staff; (3) There should be more participatory collaboration in the planning process and suggestions for solutions to problems; (4) There should be trial implementation of integrated plans to assess readiness in terms of equipment, personnel and budget; (5) During project implementation, there should be coordination among the agencies to facilitate project interventions; (6) After project completion, there should be a summary of the lessons learned in order to maximize success in future planning and implementation.
