แนวทางในการป้องกันและแก้ไขผลกระทบที่เกิดขึ้นจากการผลิตกระแสไฟฟ้า เหมืองแม่เมาะ Guidelines for Prevention and Mitigation of Electricity Production Impact in Mae Moh Mining Sites

Abstract

บทคัดย่อ

รายงานนี้มีวัตถุประสงค์เพื่อศึกษาผลกระทบ และแนวทางในการป้องกันแก้ไขผลกระทบที่ประชาชนได้รับจากการผลิตกระแสไฟฟ้าเหมืองแม่เมาะ แหล่งข้อมูลที่ใช้ในการศึกษาครั้งนี้ได้จากการสนทนากลุ่มผู้นำท้องที่ ผู้นำท้องถิ่นในเขตพื้นที่ตำบลสบป้าดและจากเอกสารงานวิจัยที่เกี่ยวข้อง

ผลการศึกษาพบว่า การดำเนินงานของโรงไฟฟ้าแม่เมาะก่อให้เกิดผลกระทบต่อประชาชนและสิ่งแวดล้อมของชุมชนอย่างมาก ผลกระทบทางด้านมลภาวะที่สำคัญคือคือ ทางด้านมลพิษทางอากาศ ซึ่งมีผลต่อสุขภาพจนเป็นสาเหตุให้คนในชุมชนเจ็บป่วยและเสียชีวิตเพิ่มขึ้นอย่างต่อเนื่อง ทางด้านมลพิษทางน้ำทำให้น้ำมีสีและกลิ่น เป็นอันตรายต่อสิ่งมีชีวิตในน้ำ และเกิดมลพิษต่อสิ่งแวดล้อม และผลกระทบจากมลพิษทางเสียงซึ่งเกิดจากการระเบิดหน้าดิน การลำเลียงดินของสายพานและเกิดจากเสียงของโรงฟ้าแม่เมาะ

แนวทางในการป้องกันและแก้ไขผลกระทบคือ 1)  ด้านมลภาวะทางอากาศ จะต้องเข้มงวดกับมาตรการลดผลกระทบ โดยตรวจสอบการปล่อยสารมลพิษให้อยู่ในระดับมาตรฐาน และให้มีการติดตั้งอุปกรณ์ตรวจจับภาวะมลพิษทางอากาศ ลดการใช้อุปกรณ์เครื่องใช้ที่มีสารประกอบของสารที่ให้เกิดภาวะเรือนกระจก  2) ผลกระทบด้านมลพิษทางน้ำต้องควบคุมภาวะมลพิษจากแหล่งกำเนิดของสารพิษ โดยการควบคุมน้ำทิ้งให้เป็นไปตามมาตรฐานและ 3) ผลกระทบจากมลพิษทางเสียงต้องกำหนดมาตรฐานควบคุมระดับความดังของเสียงทุกประเภทให้เข้มงวดกับการใช้มาตรการลดผลกระทบจากการระเบิดหน้าดิน  การลำเลียงดินของสายพานซึ่งมาตรการต่างๆ เหล่านี้จะประสบความสำเร็จได้  ต้องมีการส่งเสริมและสนับสนุนให้ประชาชนผู้นำชุมชนและองค์กรปกครองส่วนท้องถิ่นมีส่วนร่วมในการป้องกันและแก้ไขปัญหาในพื้นที่ 

Abstract

                This research had the objective to study the prevention and mitigation of the impact of electricity generation in the Mae Moh mining sites.  Data were collected using focus group discussion with local leaders in the affected areas and from related documents and research.

                This study found that the Mae Moh electricity generating plant has severe adverse impact on the local communities and environment.  The air pollution is causing illness to the local population and increased death rates continuously over time.  The water pollution has altered the color and taste of the local water supply, and threatens water organisms.  There is noise pollution from the mining explosives and dirt removal, and the sounds from the electricity generating plant.

                In order to prevent or mitigate the impacts, the following action is recommended:  (1) There needs to be stricter inspection and enforcement of air cleanliness standards, including installation of air purity detection equipment, and reduced dependence on the use of polluting supplies and release of greenhouse gases; (2) There needs to be more strict control of water pollutants through enforcement of standards for waste water; and (3) There need to be measures to control the noise pollution of all forms and controlling the use of explosives.  These measures will be successful if there is full participation of the stakeholders, community, local leaders and local administrative organizations.
