การวางแผนกลยุทธ์การพัฒนาอาชีพและรายได้ขององค์การบริหารส่วนตำบลไร่เก่า Strategic Planning for Occupational Development and Income Generation in Raikao Subdistrict Administrative Organization

บทคัดย่อ

การศึกษานี้มีวัตถุประสงค์เพื่อการวางแผนกลยุทธ์การพัฒนาอาชีพและรายได้ให้กับประชาชนขององค์การบริหารส่วนตำบลไร่เก่า  อำเภอสามร้อยยอด  จังหวัดประจวบคีรีขันธ์  เก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึกผู้ประกอบอาชีพ จำนวน 10 คน  และใช้แบบบันทึกการสนทนากลุ่มการจัดเวทีประชาคมระดับตำบล จำนวน 46 คน

ผลการศึกษาพบว่า องค์การบริหารส่วนตำบลไร่เก่าได้กำหนดยุทธศาสตร์การพัฒนาด้านการส่งเสริมพัฒนาอาชีพเพื่อเพิ่มรายได้และการผลิต  โดยการฝึกอบรมให้ความรู้เพื่อการพัฒนาทักษะฝีมือแรงงาน  การถ่ายทอดเทคโนโลยีทางการเกษตร  จัดการส่งเสริมให้ความรู้ความเข้าใจแก่ผู้ประกอบอาชีพเกี่ยวกับการจัดตั้งกลุ่มอาชีพวิสาหกิจชุมชน  สนับสนุนการพัฒนารูปแบบผลิตภัณฑ์  คุณภาพและการจำหน่ายสินค้า  ส่งเสริมการเกษตรแบบยั่งยืน  โดยการใช้ปุ๋ยอินทรีย์แบบชีวภาพและการเกษตรที่ปลอดภัยจากสารพิษ  ให้ประชาชนมีส่วนร่วมในทุกมิติที่ควรเข้าร่วมทางด้านองค์กรต้องมีการพัฒนาความรู้  ความสามารถ  สมรรถนะของบุคลากรและองค์กรให้อยู่ในระดับมาตรฐาน  ดำเนินการจัดระบบข้อมูลเพื่อการวางแผนพัฒนาให้มีความทันสมัย  มีการปรับปรุงโครงสร้างและกระบวนการทำงานภายในองค์กร  ประการสำคัญ คือ ต้องมีการสนับสนุนงบประมาณในการตั้งกลุ่มอาชีพ  มีการตรวจติดตามประเมินผลอย่างต่อเนื่อง  เพื่อการพัฒนาอาชีพและรายได้ให้กับประชาชนอย่างยั่งยืน

                This research had the objective to study strategic planning for occupational development and income generation in Raikao Tambon Administrative Organization (TAO) in Sam Roi Yawt District of Prachuap Kirikan Province.  Data were collected using in-depth interviews with ten business persons and from focus group discussions with 46 participants in public forums.

                This study found that the TAO has specified strategies for occupational development for income generation involving training to increase knowledge and skills in various trades, transfer of agricultural technology, training in formation of occupational support groups and community enterprises, support for product model development, support for product quality control and marketing, support for sustainable agricultural methods through use of organic fertilizer, and chemical-free agricultural methods.  The local populace participated in all aspects of the process.  The TAO needs to increase knowledge and capacity of personnel so that they are up to standard.   There needs to be a data system to support timely development planning, modification of the structure and process of work with the TAO and, importantly, there needs to be budget support for monitoring and evaluation of occupational groups on a regular basis for sustainable outcomes, and income generation.
