แนวทางการแก้ไขปัญหาผลกระทบจากฟาร์มสุกรขนาดใหญ่ในพื้นที่ตำบลเวียงกาหลง Solution of the Impact from Large Swine Farms in Wiang Kalong

Abstract

บทคัดย่อ

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาผลกระทบและแนวทางการแก้ไขปัญหาผลกระทบจากฟาร์มสุกรขนาดใหญ่ในพื้นที่ตำบลเวียงกาหลง  อำเภอเวียงป่าเป้า  จังหวัดเชียงราย วิธีดำเนินการศึกษาโดยการสืบค้นข้อมูลสารสนเทศต่างๆ จากระบบอินเตอร์เน็ต การศึกษา  วิเคราะห์เอกสารงานวิจัยที่เกี่ยวข้อง และข้อมูลที่ได้จากรายงานการประชุมคณะกรรมการติดตามการแก้ไขปัญหาผลกระทบจากการดำเนินงานของฟาร์มสุกร  ข้อมูลรายงานการประชุมร่วมระดับอำเภอ  และข้อมูลจากการสัมภาษณ์เชิงลึก ตลอดจนการสังเกตการณ์ในที่ประชุมระดับต่างๆ ที่เกี่ยวกับปัญหาดังกล่าวนี้

ผลการศึกษาพบว่าปัญหาผลกระทบ ที่เกิดจากฟาร์มสุกรขนาดใหญ่ในพื้นที่ตำบลเวียงกาหลงเป็นปัญหาที่ชุมชนใกล้เคียงได้รับผลกระทบด้านกลิ่น และน้ำเสียที่เกิดจากการเลี้ยงสุกรจำนวนมาก กลิ่นเหม็นจากฟาร์มรุนแรงมากขึ้นและมีระดับความถี่เพิ่มขึ้น ส่งผลกระทบต่อชีวิตความเป็นอยู่ของประชาชน การศึกษาได้ข้อสรุปแนวทางแก้ไขปัญหาผลกระทบได้แก่ 1) แก้ไขด้วยหลักวิชาการทุกระบบที่ติดตั้งทำงานอย่างเต็มที่ และมีการบริหารจัดการอย่างมีประสิทธิภาพ 2) ลดจำนวนสุกรให้คงเหลือในจำนวนที่ควบคุมมลภาวะได้ 3) แก้ไขปัญหาผลกระทบด้วยวิธีการมีส่วนร่วมของทุกฝ่ายได้มีโอกาสพบปะหารือ ระหว่างกันและร่วมเป็นคณะกรรมการติดตามตรวจสอบการแก้ไขปัญหา จึงนำไปสู่ความร่วมมือและเข้าใจกัน 

Abstract

                This research had the objectives of studying the impact of large swine farms and proposing solutions to mitigate the adverse impacts in Tambon Wiang Kalong, Wiang Pa Pao District, Chiang Rai Province.  Data were collected from review of existing information, Internet-based data, review of related research, meeting reports, and data from in-depth interviews with key informants.

                The study found that the negative impact of the large swine farms include the offensive odor to surrounding communities, water pollution, and the general decline in the quality of life as a result.  In order to mitigate the impact, the findings of the study suggest the following action:  (1) Use technical principles and apply these at all levels through efficient management; (2) Reduce the number of pigs in the farm to a level at which the pollution can be controlled; (3) Increase participation of all stakeholders to consult and confer on solutions through a committee process, monitoring, and inspection until there is universal consensus and cooperation.
