การนำกระบวนการบริหารจัดการภาครัฐแนวใหม่มาใช้ในการบริหารจัดการสิ่งแวดล้อมของเทศบาลเมืองบ้านพรุ Toward A New Public Administration of Environmental Management in Banprucity Municipality

บทคัดย่อ

งานวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาการนำกระบวนการบริหารจัดการภาครัฐแนวใหม่มาใช้ในการบริหารจัดการกับปัญหาสิ่งแวดล้อมด้านขยะมูลฝอยของเทศบาลเมืองบ้านพรุ และพื้นที่ต่อเนื่อง  ผู้ให้ข้อมูลประกอบด้วยคณะอำนวยการบริหารจัดการ คณะกรรมการดำเนินการ และตัวแทนประชาชน โดยการสัมภาษณ์เชิงลึก

ผลการศึกษาพบว่า เทศบาลเมืองบ้านพรุและภาคีหุ้นส่วนซึ่งประกอบด้วย เทศบาลเมืองบ้านพรุ เทศบาลเมืองคอหงส์ เทศบาลตำบลบ้านไร่ เทศบาลตำบลพะตง องค์การบริหารส่วนตำบลพะตงและประชาชนในชุมชน  ได้มีการกำหนดกลยุทธ์ด้านการจัดการสิ่งแวดล้อมเรื่องการจัดการมูลฝอยแนวใหม่ ซึ่งเริ่มต้นด้วยการจัดให้มีการประชุมร่วมกันเพื่อสำรวจความต้องการในการแก้ไขปัญหาด้านสิ่งแวดล้อม ร่วมวางตัวผู้มีส่วนได้ส่วนเสียในโครงการเพื่อการระดมการมีส่วนร่วมของประชาชนในท้องถิ่น ผู้บริหารและสมาชิกสภาท้องถิ่นทั้ง 5 องค์กรและจัดทำประชาพิจารณ์ในพื้นที่ที่มีผลกระทบ นำเสนอกรมควบคุมมลพิษ กระทรวงวิทยาศาสตร์และเทคโนโลยีเพื่อพิจารณาให้การสนับสนุนทางด้านงบประมาณ เมื่อได้รับการสนับสนุนแล้วเทศบาลเมืองบ้านพรุจึงได้กำหนดโครงสร้างองค์กรขับเคลื่อนการดำเนินงานซึ่งประกอบด้วยบุคลากรและประชาชน ร่วมกันจัดทำวิสัยทัศน์ที่มีข้อความและเป้าหมายของ“การบริหารสิ่งแวดล้อมอย่างมีคุณค่า  รักษาไว้เพื่อชุมชน การจัดการสิ่งแวดล้อมมีความยั่งยืน” มีการกำหนดพันธกิจเรื่องการลดปริมาณขยะ ภาคส่วนมีการร่วมทำข้อกำหนดการดำเนินงานและคู่มือการปฏิบัติงาน  จากการดำเนินการดังกล่าวนี้ก่อให้เกิดความพึงพอใจและเพิ่มคุณภาพชีวิตของประชาชน อันเนื่องมาจากรักษาคุณภาพสิ่งแวดล้อมเกิดการทำงานร่วมกันในลักษณะเป็นทีม และเกิดการแลกเปลี่ยนเรียนรู้การปฏิบัติงานด้านการจัดการสิ่งแวดล้อมและที่สำคัญคือ เป็นรูปแบบการจัดการแบบมีส่วนร่วมคือ ร่วมคิด ร่วมทำและร่วมรับประโยชน์

Abstract

                The objective of research was to study a new process of public administration of environmental management of solid waste by the Banpru Municipality and surrounding vicinity. Data were collected from managers, executive committee members and representatives of the local population through use of in-depth interviews.

                This study found that the Banpru and Korhong Municipalities, the Tambon Municipalities of Banrai and Phatong, the Patong Tambon Administrative Organization, and the local communities have developed an innovative strategy for management of solid waste. The process begins with a communal meeting to assess local needs in addressing environmental challenges. All stakeholders are included in the project to mobilize participation of the local populace, management and council members of the five organizations. Public hearings are then held to look at potential adverse impacts and to propose how to control pollution. The Ministry of Science and Technology has provided budget support to this local collaborative effort. After forming a local organization to promote environmentally-sound management of solid waste, this group produced a vision with content and targets for cost-effective waste management, community preservation, and sustainable environmental conservation. This group defined a mission to reduce the volume of waste. The various stakeholder sectors helped to specify the needed action and produced an implementation handbook. Implementation so far has been satisfactory and has improved the quality of life of the local communities. The implementation is enhanced through team effort, exchange of knowledge and ideas, and, importantly, the process is fully participatory through group thinking, group action, and group benefit.
