การคัดเลือกสีเพื่อทาสีอาคารเก่าบริเวณตลาดอัมพวา (Color design for old building in Amphawa market)

Abstract

รายงานฉบับนี้ มีวัตถุประสงค์เพื่อเสนอแนะแนวทางในการพัฒนาศูนย์เรียนรู้การจัดการขยะแบบครบวงจร ภาคกลางและภาคตะวันออกให้เป็นองค์กรที่มีสมรรถนะสูง โดยการเทียบเคียงกับลักษณะองค์กรที่เป็นเลิศภายใต้ขอบเขตและเป้าหมายรวมทั้งลักษณะการดำเนินงานของศูนย์เรียนรู้ฯ จำนวน 4 ด้าน ได้แก่ 1) ด้านการพัฒนาทรัพยากรบุคคล 2) ด้านการมีส่วนร่วมในการสร้างวัฒนธรรมองค์กรที่สอดคล้องกับวิสัยทัศน์ 3) ด้านองค์การแห่งการเรียนรู้  4) ด้านการให้บริการและการบริหารจัดการที่มีประสิทธิภาพและประสิทธิผล โดยศึกษาจากข้อมูลการสนทนากลุ่ม นำมาวิเคราะห์ข้อมูลเชิงเนื้อหา ผลการศึกษาพบว่า การพัฒนาศูนย์เรียนรู้แห่งนี้ให้มีสมรรถนะสูงจะต้องพัฒนา  คือ 1) ต้องกำหนดเป็นนโยบายบริหารงานและแผนพัฒนาของเทศบาล 2) ควรส่งเสริมและสนับสนุนให้ทุกภาคส่วนเข้ามามีส่วนร่วมในกิจกรรมของศูนย์เรียนรู้ฯ 3) ควรมีกรอบการดำเนินงานที่ชัดเจนและเปิดโอกาสให้บุคลากรประจำของศูนย์เรียนรู้ฯลงมือดำเนินงาน 4) ควรใช้เครือข่ายที่มีอยู่ให้เกิดประโยชน์และคุ้มค่ามากที่สุด

Color design for old building in Amphawa market

This study proposes guidelines for upgrading the capacity of learning centers for solid waste integrated management in the Central and Eastern regions by comparing with successful organizations. Data were collected through focus groups and content-based analysis. The study found that the development of these learning centers was of high level. The development includes four aspects: 1) Human resource capacity development - Policy and plans must be formulated in the municipality; 2) Participation in creating organizational culture that is in line with organization’s mission - All sectors should be encouraged to participate in activities of the learning center; 3) Learning organization - Implementation framework must be clear and the staff should be allowed to take action on their own; and 4) Effective and efficient management - Existing networking must be put to use in the highest degree.
