การวิเคราะห์ค่าใช้จ่ายเงินสวัสดิการเบี้ยยังชีพผู้สูงอายุ (Expenditure Analysis of Benefits Welfare for the Elderly)

Abstract

รายงานนี้มีวัตถุประสงค์เพื่อวิเคราะห์การใช้จ่ายเงินสวัสดิการเบี้ยยังชีพผู้สูงอายุในเขตพื้นที่องค์การบริหารส่วนตำบลมะขามหลวง อำเภอสันป่าตอง จังหวัดเชียงใหม่ เก็บรวบรวมข้อมูลโดยการสัมภาษณ์กลุ่มผู้สูงอายุที่ได้รับเงินสวัสดิการชุมชน จำนวน 200 คน แล้วนำข้อมูลที่ได้มาวิเคราะห์ เชิงเนื้อหา ผลการศึกษาพบว่า ผู้สูงอายุส่วนใหญ่มีรายได้เฉลี่ย 2,000 บาทต่อเดือน โดยได้รับจาก 1) เบี้ยยังชีพผู้สูงอายุ 2) รับจากบุตรหลาน และ 3) จากกิจการส่วนตัว ส่วนรายจ่ายผู้สูงอายุส่วนใหญ่มีค่าใช้จ่ายเฉลี่ย ประมาณ 2,250 บาท โดยใช้จ่ายเป็น 1) ค่าใช้จ่ายเพื่อตอบสนองความต้องการด้านร่างกาย 2) ค่าใช้จ่ายเพื่อตอบสนองความต้องการด้านเศรษฐกิจและสังคม 3) ค่าใช้จ่ายในการทำบุญตักบาตร ทำทาน และการบริจาคทุนทรัพย์ต่างๆ เมื่อพิจารณาทั้งรายได้แลรายจ่ายแล้วผู้สูงอายุส่วนใหญ่มีความต้องการให้เพิ่มเงินสวัสดิการเบี้ยยังชีพผู้สูงอายุและต้องการให้จัดให้มีบริการตรวจสุขภาพผู้สูงอายุภายในหมู่บ้าน

Expenditure Analysis of Benefits Welfare for the Elderly

The purpose of this paper is to analyze expenditures of Welfare Benefits for the Elderly in the constituency of Makham Tambon Administrative Organization, San Patong District, Chiang Mai Province. Data were collected through interviews with the elderly receiving welfare benefits in the community, totaling 200 persons. The data then were analyzed for content. The findings show that most elderly have an average income of 2,000 baht per month, which can be broken down to a combination of: 1) Welfare Benefits of the Elderly; 2) allowance from their relatives; and/or 3) personal enterprise. Average expenditures of the elderly is 2,250 baht a month on the following: 1) physical needs; 2) socio-economic needs; 3) religious activities, including donations. Considering both income and expenditures, it has been found that there is a need to increase the Welfare Benefits of the Elderly and provision of elderly health check in the village.
