การทุจริตในการประมูลงานก่อสร้างขององค์กรปกครองส่วนท้องถิ่น (The Problem of Corruption in Bid Tendering For Construction Projects In Local Administration Organizations)

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ที่จะทำความเข้าใจกับระบบการทุจริตในการประมูลงานก่อสร้างขององค์กรปกครองส่วนท้องถิ่น ข้อมูลที่ใช้ในการวิจัยส่วนหนึ่งได้จากการสังเกตแบบมี  ส่วนร่วมและอีกส่วนหนึ่งได้จากการสัมภาษณ์ผู้ประกอบการธุรกิจรับเหมาก่อสร้าง และข้าราชการขององค์กรปกครองส่วนท้องถิ่น ผลการศึกษาครั้งนี้พบว่า การทุจริตในการประมูลงานก่อสร้างขององค์กรปกครองส่วนท้องถิ่น เริ่มตั้งแต่การเข้าไปยื่นซองประกวดราคาจะมีผู้มาทาบทามขอส่วนแบ่งเป็นเปอร์เซ็นต์จากเงินที่จะได้จากสัญญาที่จะทำกับหน่วยงานนั้น มีการเรียกร้องค่าตอบแทนที่    ผู้ชนะการประกวดราคาจะต้องให้  ผู้ชนะการประมูลมักจะเป็นกลุ่มบุคคลที่คุ้นเคยกับนักการเมือง หรือเครือญาติ ของนักการเมืองทั้งสิ้น มีน้อยรายที่ผู้ชนะการประมูลเป็นผู้รับเหมาเป็นกลุ่มคนหน้าใหม่ หรือมาจากพื้นที่อื่น

The Problem of Corruption in Bid Tendering For Construction Projects In Local Administration Organizations

This research aims to gain more knowledge and understanding of the irregularities in the bid tendering of construction projects in local administration organizations. The data employed in this research were derived from the method of participant observation and interviewing of some construction businessmen and employees of local administration organizations. Results from the analyses of data indicate the onset of corruption begins when a bidder submits a bid for a project.  Secretly, an inside person from the local administration organization would covertly ask for a kickback in exchange for awarding the project to the bidder.  The awardees of a construction project are almost always the same people who either are close to or are relatives of local politicians.  In a very rare cases, successful bidders came from outside of the local area.
