กลยุทธ์ในการพัฒนาศูนย์พัฒนาเด็กเล็กน่าอยู่ ยอดยี่ยม ระดับประเทศ (Strategies for Creating Excellent Child Development Centers as a National Model)

Abstract

รายงานนี้มีวัตถุประสงค์เพื่อถอดบทเรียนการดำเนินงานของศูนย์พัฒนาเด็กเล็กและปัจจัยแห่งความสำเร็จขององค์การบริหารส่วนตำบลโนนข่า  อำเภอพล  จังหวัดขอนแก่น   ซึ่งได้รับรางวัลชนะเลิศที่ 1 ศูนย์เด็กเล็กน่าอยู่ ยอดเยี่ยม ระดับประเทศ จากกรมอนามัย กระทรวงสาธารณสุข ในปีพุทธศักราช 2552 กลุ่มตัวอย่างได้มาจากการสุ่มแบบเจาะจง ได้แก่ กลุ่มผู้ที่มีส่วนเกี่ยวข้อง และศึกษาจากเอกสารของศูนย์พัฒนาเด็กเล็กเกี่ยวกับการดำเนินงานของศูนย์พัฒนาเด็กเล็กองค์การบริหารส่วนตำบลโนนข่า โดยการสัมภาษณ์  ประชุมกลุ่มและสังเกต  และวิเคราะห์ข้อมูลโดยเปรียบเทียบ ข้อค้นพบกับเกณฑ์มาตรฐานของกรมอนามัย

ผลการศึกษาพบว่า กลยุทธ์ในการพัฒนาและปัจจัยแห่งความสำเร็จของศูนย์พัฒนาเด็กเล็กองค์การบริหารส่วนตำบลโนนข่า ที่ได้รับรางวัลชนะเลิศ ของศูนย์เด็กเล็กน่าอยู่ยอดเยี่ยม ระดับประเทศ จากกรมอนามัย กระทรวงสาธารณสุข   มีการดำเนินงานตามเกณฑ์ทุกประการและมีองค์ประประกอบเด่น คือ 1) สร้างเครือข่ายผู้มีจิตอาสา สร้างความเป็นเจ้าของในการพัฒนาศูนย์พัฒนาเด็กเล็ก  2) สร้างและพัฒนานวัตกรรมเสริมสร้างเด็กของท้องถิ่นสู่หลักสูตรสถานศึกษา 3) พัฒนาบุคลากรของศูนย์พัฒนาเด็กเล็กให้มีคุณภาพ 4) ปรับปรุงอาคารสถานที่และสิ่งแวดล้อมเหมาะสมในการพัฒนาการเรียนการสอนสำหรับเด็กปฐมวัย ปัจจัยแห่งความสำเร็จที่ทำให้ได้รับรางวัล ประกอบด้วย 1) ผู้นำมีสมรรถนะใน 4 ด้าน คือ ความคิด บริหารคน บริหารงานและเด่นการประสานงาน 2) มีนโยบายหรือแผนปฏิบัติการขององค์กรปกครองส่วนท้องถิ่นที่ชัดเจน

Strategies for Creating Excellent Child Development Centers as a National Model

The objective of this research is to extract lessons learned from the implementation of early childhood development centers and to identify the factors contributing to the success of the Non Kha Tambon Administrative Organization (TAO) in managing the Non Kha Tambon Center in Muang Phol District of Khon Kaen Province.  This Tambon received the first prize for a model Center in a national competition conducted by the Department of Health of the Ministry of Public Health in 2009.  Data were collected from a purposive sample of stakeholders.  Data were also collected from review of documents at the Center related to Center management and from group interviews and observations.  Findings were assessed against standards of performance.

The results of this study are that the strategy for the development of the Center and factors related to successful aspects of the Center are based on the following: (1) Network strengthening of volunteer-minded persons to acquire a sense of ownership of the Center; (2) Building and promoting innovations for education of local children by creating a dynamic learning curriculum; (3) Developing the staff of the Center so that they are high quality; (4) Improving the Center structure and environment so that it is an enabling atmosphere for childhood learning and development.  The factors explaining why the Non Kha Center won the national award include the ability of the leaders for analytical thinking, personnel management, work management, and coordination, and having a clear and feasible policy and/or plan for implementation.
