บทบาทขององค์กรปกครองส่วนท้องถิ่นในจังหวัดลำปางต่อการส่งเสริมการมีงานทำและการสร้างรายได้แก่ผู้สูงอายุ

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการส่งเสริมและสนับสนุนด้านการมีงานทำและการสร้างรายได้แก่ผู้สูงอายุ 2) ศึกษาปัจจัยและเงื่อนไขที่ส่งผลต่อการสนับสนุนส่งเสริมด้านการมีงานทำและการสร้างรายได้ แก่ผู้สูงอายุ และ 3) หาแนวทางในการพัฒนาศักยภาพขององค์กรปกครองส่วนท้องถิ่นในด้านการส่งเสริม สนับสนุนการมีงานทำและการสร้างรายได้แก่ผู้สูงอายุ กลุ่มตัวอย่างที่ใช้ในการวิจัยคือ 1) องค์กรปกครองส่วนท้องถิ่น จำนวน 83 แห่ง 2) ผู้สูงอายุในจังหวัดลำปาง จำนวน 400 คน 3)กลุ่ม องค์กร และหน่วยงานที่ปฏิบัติงานเกี่ยวข้องกับการให้บริการด้านการส่งเสริมอาชีพ และสร้างรายได้ให้แก่ผู้สูงอายุ ในจังหวัดลำปาง จำนวน 8 แห่งเครื่องมือที่ใช้เป็นแบบสำรวจ แบบสัมภาษณ์ และประเด็นคำถามการจัดเวทีกลุ่มย่อย วิเคราะห์ข้อมูลโดยการหาค่าจำนวน ร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และใช้เทคนิคการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า องค์กรปกครองส่วนท้องถิ่น มีการส่งเสริมการสร้างอาชีพและการสร้างรายได้แก่ผู้สูงอายุ แต่ไม่สามารถดำเนินการได้ครบทุกชุมชน ปัจจัยและเงื่อนไขหลักที่ส่งผลต่อการดำเนินงาน คือ งบประมาณ สำหรับแนวทางในการพัฒนาศักยภาพขององค์กรปกครองส่วนท้องถิ่น คือ (1) สร้างความรู้ ความเข้าใจ และมอบหมายภาระงานเกี่ยวกับการดูแลผู้สูงอายุด้านการมีงานทำและการสร้างรายได้ให้แก่บุคลากรอย่างชัดเจนและควรมีการจัดทำระบบฐานข้อมูลศักยภาพผู้สูงอายุให้สามารถนำมาใช้ประโยชน์ได้จริง  (2) ประสานความร่วมมือกับภาคีเครือข่ายทุกภาคส่วนโดยบูรณาการด้านงบประมาณ บุคลากร หรือการทำบันทึกข้อตกลงคู่ความร่วมมือกับสถาบันการศึกษา เพื่อพัฒนาศักยภาพองค์กรให้บรรลุเป้าหมาย

Lampang Local Administration Organizations’ in Role in the Promotion of Elderly Employment and Income

This research aimed to: 1) study employment and income promotion among the elderly, 2) examine factors and conditions affecting the promotion, and 3) to explore possible ways to improve local administration organizations’ operational capacity for promoting elderly employment and income. The sample groups consisted of: 1) 83 local administration organizations in Lampang Province; 2) 400 elderly people; and 3) eight purposively sampling groups and organizations whose functions were related to elderly employment and income promotion. Data collection techniques included survey instruments, interviews, and focus group discussions. Data were analyzed by using percentage, mean, standard deviation, and content analysis techniques.

The results showed that the local administrative organizations played an important role in the promotion of employment and income among the elderly but were unable to operate such programs in every community. The main factor and condition influencing the overall operation was budget constraint. The local administrative organizations might improve their effectiveness by: 1) promoting personnel’s knowledge and understanding about employment and income promotion and creating a practical database of elders’ potential; and 2) collaborating with all related sectors to increase budgetary and human resource capacity, or by signing MOUs with educational institutions.
