การสังเคราะห์สมรรถนะทางเทคโนโลยีสารสนเทศและการสื่อสารสำหรับข้าราชการตำรวจ สังกัดตำรวจภูธรภาค 4 (Synthetic Competency of Information and Communication Technology for Provincial Police Region 4)

Abstract

                การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) สังเคราะห์สมรรถนะทางเทคโนโลยีสารสนเทศและการสื่อสาร (ICT) สำหรับข้าราชการตำรวจ สังกัดตำรวจภูธรภาค 4  2) วิเคราะห์องค์ประกอบเชิงยืนยัน (CFA) ของสมรรถนะทาง ICT ฯ และ 3) ประเมินความเหมาะสมของสมรรถนะทาง ICT ฯ ขั้นตอนวิจัย มี 3 ขั้นตอน คือ 1)  สังเคราะห์สมรรถนะทาง ICT 2) วิเคราะห์หาค่าองค์ประกอบเชิงยืนยัน (CFA) และ 3) ประเมินหาความเหมาะสมของสมรรถนะทาง ICT ผลการวิจัยสรุปได้ว่า สมรรถนะทาง ICT มี 3 องค์ประกอบ คือ 1) สมรรถนะหลัก  (Core Information Technology Competency) 5 รายการ 2) สมรรถนะเฉพาะด้าน (Functional Information Technology Competency) 7 รายการ และ 3) ระดับสมรรถนะ  5 ระดับ ผลการตรวจสอบความเที่ยงตรงเชิงโครงสร้างขององค์ประกอบ (CFA) ของสมรรถนะทาง ICT กับข้อมูลเชิงประจักษ์โดยใช้ค่าไค-สแคร์ ( =16.34) ทดสอบ พบว่า โมเดลมีความสอดคล้องกับข้อมูลเชิงประจักษ์ และสอดคล้องกับผลการประเมินความเหมาะสมของผู้เชี่ยวชาญ ซึ่งพบว่า มีความเหมาะสมอยู่ในระดับมาก (  =  4.26 ,S.D.=  0.55)

                The objectives of this research were to 1) synthetic competency of Information and Communication Technology (ICT) for Provincial Police Region 4 , 2) analyze for confirmatory factor competency of ICT and 3)  evaluate suitability competency of ICT. There were 3 steps including: 1) synthetic factor of the Competency of ICT 2) analyze to confirmatory Factor of ICT and 3) evaluate suitability competency of ICT . The findings could be concluded as follows: The Competency of ICT had three factors including : 1) Core Information Technology Competency (5 factors) , 2) Functional Information Technology Competency (7 factors) and 3) level of Competency of ICT (5 level). Evaluate result had harmony with empirical data and expert’s opinion, had appropriate in “good” level ( = 4.26 ,S.D.=  0.55)
