ประชากรวัยแรงงานเป็นฟันเฟืองสำคัญของประเทศ หากหลงผิดเข้าไปใช้ยาเสพติดจะส่งผลต่อการพัฒนาเศรษฐกิจและสังคมของเทศในภาพรวม ผู้เขียนจึงได้สังเคราะห์บทความวิชาการ เรื่อง “หลักการสร้างภูมิคุ้มกันยาเสพติดในกลุ่มแรงงานของสำนักงานแรงงานจังหวัดด้วยศาสตร์พระราชา (4 เข้าใจ 5 เข้าถึง 3 พัฒนา)” วัตถุประสงค์เพื่อเติมเต็มการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดในกลุ่มแรงงานของสำนักงานแรงงานจังหวัดสู่ความเป็นเลิศ ยั่งยืน และเหมาะกับบริบทในพื้นที่ ด้วยวิธีการสังเคราะห์กรอบคิดศาสตร์พระราชาเข้าใจ เข้าถึง พัฒนา สรุปบทเรียน แนวทางการดำเนินงาน และข้อค้นพบจากพื้นที่ หาข้อสรุป ข้อเสนอแนะ และให้เหตุผลเชิงอุปมาน เกิดเป็นองค์ความรู้ใหม่ โดยมีหลักการดำเนินงานเริ่มจาก ศึกษาทำความเข้าใจสภาพปัญหา จัดทำแผน แนวทาง และดำเนินงานเข้าถึงความต้องการของกลุ่มเป้าหมายแรงงาน พร้อมทั้ง พัฒนาต่อยอดให้พึ่งพากันเองได้ บูรณาการทำงานอย่างต่อเนื่อง มุ่งหวังให้ประชากรวัยแรงงานมีภูมิคุ้มกันยาเสพติด มีคุณภาพชีวิตที่ดีขึ้น มีศักยภาพในการแข่งขัน พัฒนาเศรษฐกิจและสังคมไทยให้เจริญก้าวหน้า มั่นคง มั่งคั่ง และยั่งยืน
