A Synthesis of Suggestions from the Third Round of External Quality Assessment in Higher Education

This research is aimed to synthesize the suggestions from the third round of external quality assessment in higher education. The research methods which were Phase 1: Synthesis of the suggestions from 140 assessment reports, and narrative synthesis was used in data analysis, Phase 2: Synthesis of the suggestions from stakeholder’s opinion, target groups were 52 representatives from higher education institutions and original affiliations, and content analysis was applied in data analysis. According to the research results, it was found that; 1) Higher education institutions should improve and develop language skills and necessary competencies for the graduates who were under higher education qualifications standard framework (TQF), the cooperation for researching and funding should be seek, academic services for community and the preservation of art and culture should be integrated with teaching and learning, annual government action plans should be clear, providing knowledge and creating awareness about quality assurance for personnel, promoting student activities in accordance with the identity and uniqueness of the university. 2) Higher education institutions should focus on external assessments utilization, ONESQA, original affiliations and higher education institutions should work together, the assessments should be both qualitative and quantitative, and the assessors should have knowledge, expertise and understanding of the context of higher education institution.
