การจัดสวัสดิการสังคมสำหรับคนพิการในจังหวัดขอนแก่น: กรณีศึกษา บุคคลที่มีความบกพร่องทางการเห็น(Study of Social Welfare for Disabled Persons in Khon Kaen Province: A Case Study of People with Visual Impairments)

Abstract

การวิจัยเป็นการวิจัยเชิงคุณภาพ โดยใช้แนวทางการสัมภาษณ์เป็นเครื่องมือในการเก็บรวบรวมข้อมูล จากผู้ให้บริการสวัสดิการสังคม จำนวน 9 ราย และผู้รับบริการสวัสดิการสังคมเป็นบุคคลที่มีความบกพร่องทาง การเห็น จำนวน 20 ราย ผลการวิจัยพบว่า การจัดสวัสดิการสังคมให้กับบุคคลที่มีความบกพร่องทางการเห็นนั้น มี 3 ขั้นตอน คือ การขึ้นทะเบียนคนพิการ การขอรับสิทธิของคนพิการและการใช้สิทธิของคนพิการ สำหรับ ประเภทการจัดสวัสดิการสังคมให้กับบุคคลที่มีความบกพร่องทางการเห็นนั้น ประกอบด้วย 8 ประเภทตาม มาตรา 20 แห่งพระราชบัญญัติส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ พ.ศ. 2550 ปัญหาและความต้องการจะ แตกต่างกันออกไปตามประเภทของการใช้สิทธิตามสวัสดิการสังคมนั้น ๆ แนวทางการพัฒนาการจัดสวัสดิการ สังคมให้กับบุคคลที่มีความบกพร่องทางการเห็น ได้แก่ 1) มาตรการกฎหมาย 2) กลไกในการดำเนินงาน ด้านการจัดสวัสดิการสำหรับคนพิการ 3) การส่งเสริมและการสนับสนุนด้านงบประมาณและบุคลากร และ 4) การรับรู้ข้อมูลข่าวสารในการจัดสวัสดิการสังคม

This qualitative research used an interview guide was used as a research tool to collect data from nine social welfare providers and twenty social welfare recipients with visual impairments. The results found that there were three steps in social welfare provision to people with visual impairments namely right registration, claiming and exercising. Types of social welfare provision to people with visual impairments consist of eight types, which were under Section 20 of the Empowerment and Improvement of the Quality of Life for People with Disabilities Act of 2550. Problems and needs of social welfare provision to people with visual impairments varied according to the types of social welfare provided to people with disabilities. Means to improve social welfare provision were 1) laws and regulations, 2) management of social welfare provision to people with visual impairments, 3) personnel and budget support, and 4) information perception on social welfare provision.
