รูปแบบการส่งเสริมอาชีพช่างฝีมือระดับชุมชน ในท้องถิ่นจังหวัดขอนแก่น(Model of Career Promotion for Local Community Skill Workers in Khonkaen Province)

Abstract

 ความเจริญก้าวหน้าทางเทคโนโลยีทำให้ชุมชนนำเอาเครื่องมือและอุปกรณ์มาใช้อำนวยความสะดวก ในการทำงานและใช้ในชีวิตประจำวันแต่ชุมชนส่วนใหญ่ยังขาดความรู้ความเข้าใจในการใช้และการบำรุงรักษา ทำให้ต้องจ่ายเงินจำนวนมากในกระบวนการซ่อมบำรุงเครื่องมือเครื่องใช้ งานวิจัยในครั้งนี้มีวัตถุประสงค์ ศึกษาสภาพปัจจุบันและปัญหางาน/อาชีพช่างฝีมือระดับชุมชนในท้องถิ่นจังหวัดขอนแก่นศึกษาความต้องการ และความจำเป็นของช่างฝีมือระดับชุมชนในท้องถิ่นจังหวัดขอนแก่นศึกษาข้อเสนอรูปแบบการส่งเสริมอาชีพ ช่างฝีมือระดับชุมชนในท้องถิ่นจังหวัดขอนแก่น การวิจัยนี้เป็นการวิจัยเชิงคุณภาพศึกษาจาก 3 พื้นที่เป้าหมาย คืออำเภอหนองสองห้อง อำเภอกระนวนและอำเภอสีชมพูจากกลุ่มตัวแทนที่มีอยู่ใช้กระบวนการ พัฒนาฝีมือแรงงานได้แก่ เจ้าหน้าที่องค์กรปกครองส่วนท้องถิ่น (องค์การบริหารส่วนตำบล เทศบาลตำบล และเทศบาลเมือง) ผู้ประสานงานอำเภอของสถาบันพัฒนาฝีมือแรงงานภาค 6 ขอนแก่น เจ้าหน้าที่พัฒนา ชุมชนอำเภอ อาจารย์ศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัย (กศน.) อาจารย์วิทยาลัยการอาชีพ ผู้นำชุมชนและตัวแทนร้านช่างชุมชนจำนวน 4 กลุ่มสาขาช่างได้แก่ กลุ่มช่างไฟฟ้า กลุ่มช่างยนต์ กลุ่มช่างเชื่อม และกลุ่มช่างก่อสร้าง เครื่องมือที่ใช้วิจัยคือ แบบสัมภาษณ์กลุ่ม แบ่งออกเป็น 5 กลุ่ม ผลการวิจัยสรุปได้ว่า สภาพทั่วไปของช่างฝีมือระดับชุมชนในท้องถิ่นจังหวัดขอนแก่นเป็นลักษณะกิจการเล็กๆ ทำกันในครัวเรือน ส่วนใหญ่ จะทำในฤดูว่างจากการทำการเกษตร ส่วนใหญ่จะเป็นช่างซ่อมจักรยานยนต์และ ช่างเชื่อมเหล็กดัด ช่างชุมชนขาดเครื่องมือและอุปกรณ์ ขาดเงินลงทุน ทำงานได้เฉพาะระดับพื้นฐานทั่วไปความต้องการ และความจำเป็นของช่างฝีมือระดับชุมชนต้องเป็นช่างที่สามารถทำงานได้หลากหลายสาขาช่างที่เกี่ยวข้องกัน รูปแบบการส่งเสริมอาชีพช่างฝีมือระดับชุมชน องค์กรปกครองท้องถิ่นควรจะเป็นเจ้าภาพหลักในด้าน การสนับสนุนงบประมาณดำเนินการ มีการจัดทำโครงการส่งเสริมอาชีพให้กับช่างชุมชนอย่างเป็นระบบ เพื่อให้ช่างฝีมือระดับชุมชนมีงานอย่างต่อเนื่อง สามารถพึ่งพาตนเองได้ลักษณะการจัดการบริการจะมี 2 แบบ คือแบบที่องค์กรปกครองส่วนท้องถิ่นเป็นผู้ดำเนินการและแบบที่ช่างฝีมือระดับชุมชนเป็นผู้ดำเนินการกฎ/ ระเบียบที่สำคัญ จำเป็น ควรจะปรับปรุงกฎหมายกฎระเบียบที่เกี่ยวข้องกับการส่งเสริมอาชีพช่างให้เหมาะสมกับ ท้องถิ่นเพื่อที่จะสามารถปฏิบัติงานได้สะดวกรวดเร็วผลงานวิจัยเรื่องรูปแบบการส่งเสริมอาชีพช่างฝีมือ ระดับชุมชนในท้องถิ่นจังหวัดขอนแก่น ใช้เป็นแนวทางในการปฏิบัติงานส่งเสริมอาชีพช่างให้กับหน่วยงานทั้งภาครัฐและเอกชน

Due to the advancement of technology, community has utilized the equipment to facilitate its career and daily life. However, the majority of community is lack of understanding how to use and maintain the equipment in good condition. As a consequence, a large amount of budget has been paid for the repair. The study aims to investigate the current conditions, issues and need of local skilled workers in local community in KhonKaen province, and purpose the approach for local skilled workers development in KhonKaen province. The population of this qualitative study was MuangMunicipal and MuangSub-District Administration Organization officers, district coordinators of KhonKaenInstitute forSkill Development Region 6, District Development officers, instructors of Non-Formal Education School (NFE), teachers of Vocational School, village leader, and representatives of skilled workers of the 4 specialist groups; electrician, auto mechanic, welder, and building contractor, totaling 61 target groups. The tool of the study was focus group interview, divided into 5 groups. The research procedure was conducted based on the theories of occupational promotion, skill development and local skilled workers networking development. The result shows that the general condition of local skilled workers business in KhonKaen province is characterized as small business. They work as skilled workers, mostly as a motorcycle mechanic and welder after the harvesting season. The issues found in their work are an insufficiency of tools and equipment, a lack of investment, capability to work only on fundamental level. The needs of local skilled worker must be the skill in the higher level that can work in a variety of technician-related fields. The approach for local skilled workers development in KhonKaen province is mainly funded by Sub-District Administration Organization. The organization has arranged a project to promote the development systematically to provide the local skilled workers with jobs continuously so that they finally become self-dependent. The organization services include 2 approaches; Sub-District Administration Organization officers as the project managers and local skilled workers as rules / regulations manager. The need of local skilled workers is the local skill development-related laws and regulations improvement to operate the project effectively. The implications of the study of local skilled worker development in KhonKaen province can be used as a guideline for the operation with agencies of both public and private sectors.
